Improvements to SWML journey time and capacity between Swansea and Cardiff

We're waiting for Jessika Venn to read recent responses and update the status.

Dear Network Rail,

Please could you provide me with all and any studies/proposals/etc, produced since the set-up of Railtrack, that cover;
a) reductions to journey time on the Swansea–Cardiff section of the South Wales Main Line, and/or
b) increases to the capacity of said line.

If the cost of compliance would exceed the appropriate limit then please limit my request to since the set-up of Network Rail.

Yours faithfully,
Jessika Venn

Your Ref: FOI2019/00172

Dear Rebecca Lindsay,

Thank you for your reply and the information so far.

Firstly, with regard to your mention of the Welsh Route Study, I note the following section of it and would appreciate of copy of the mentioned desktop study.

----------------------
Welsh Route Study (March 2016)
p84

> "7.2.2.8 SOUTH WALES MAIN LINE: CARDIFF CENTRAL TO SWANSEA
> ....
> JOURNEY TIME IMPROVEMENT OPPORTUNITIES
> As part of this Route Study, a desktop review has taken place based on
> rolling stock and stopping patterns currently used on the route, to identify
> potential opportunities to reduce journey time.
>
> The journey time savings identified as a result of improvement to track
> condition and track geometry west of Bridgend and through Port Talbot,
> are negligible.
>
> Opportunity is likely to exist during CP6 and beyond to assess this as
> part of planned track renewals as the future track renewals work bank
> matures."
----------------------

Secondly, I am not fussed as to internal organisation or management structure of Network Rail (or it's predeccesors), so in your sentance...

> "Since Network Rail Wales Route was formed in 2012, the only study
> we have produced, which included looking at journey time improvement
> and network capacity between Cardiff and Swansea, was the Welsh
> Route Study, published in 2016."

...is that to say that you have no other records of any age that touch upon improvements to Swansea-Cardiff line – or is it that the aforementioned Welsh Route Study is the only one since 2012?

Given there has been no significant change in the Swansea-Cardiff journey time by HST since their introduction in 1976/77, and that their introduction was itself a significant step-change in the (overall) service provision I would assume it's highly likely that any records from before 1976 will be lacking in any significance. So I would greatly appreciate it if you could check the period between 1976 and 2012 for anything pertaining to my original request.

Yours sincerely,
Jessika Venn

Dear Network Rail F.o.I team,

In your reply of 21st March 2019 (Ref: FOI2019/00225) you mentioned;
"Network Rail is now undertaking more detailed feasibility assessment (GRIP5 1), which is due to be completed in Spring 2019."

I was wondering if this (or any other study that might have come to take it's place, or compliment it) was completed yet? If so, I would like to request a copy under F.o.I rules.

Yours sincerely,

Jessika Venn
