Implementation of the 30 mile rule in London relating to End of Garden Moorings

Dear British Waterways Board,

PREAMBLE
In January of 2011 BW announced that it would now implement the 30
mile rule in London. Under this rule BW will not give permission for an End of Garden mooring on land not owned by them if it is within 30 miles of a BW mooring.

REQUEST FOR INFORMATION
1)Relating to the BW staff responsible for the decision to apply this rule in London. Please give details of the staff members position and geographic area of responsibiliy.

2)If the decision to implement this rule was made by a committee or department, please give details of which department or committee this was, including the geographic and practical areas of responsiblity of this committee or department.

3) Please provide copies of any documents which demonstrate the decision making process, including the factors taken into account and justifications relating the the application of the 30 mile rule to London. These may include minutes of meetings internal and/or external emails.

Thank you for your e-mail of 16th June and your request for the following information:

Information Request,

Dear Mr Wells,

I write further to my acknowledgement of 21st June and your request for information of 16th June.

In your preamble you state that " In January of 2011 BW announced that it would now implement the 30 mile rule in London. Under this rule BW will not give permission for an End of Garden mooring on land not owned by them if it is within 30 miles of a BW mooring.", this is not correct. BW has not implemented any such rule in London and it would be helpful to know where this statement originated.

Dear Information Request,

In response to your inquiry regarding the origin of my contention that BW had implemented the "30 mile rule" in London. A member of the BW staff emailed a London Boater to inform her of that the 30 mile rule was being implemented in London. I do not think it proper to name the individual staff member on this public forum. However I would suggest that BW carries out it's own investigation into this. I will be contacting this BW staff member in due course.
