Implementation costs and timescales

We're waiting for Jacob Krendel to read a recent response and update the status.

Dear Wirral Metropolitan Borough Council,

Are you currently implementing a new Children’s Social Care Case Management Software – Yes/No

If yes you are implementing a system then please provide what Children’s Social Care Case Management Software are you implementing and when is the planned go-live date of all functionality as per the tender?
Is this the same with the dates on the tender documents? If not what is the difference
Have there been any additional costs outside the original contract for the implementation? If yes, please specify

If No you are not currently implementing a Children’s Social Care Case Management Software, with regard to the last system you implemented how long in months from contract award date did the software to go live and the previous case management to be switched off?

Software went live in October 2014 giving a period of approximately 10
months from contract award to go live.

1. The exact date on which you signed the contract for the new system.
2. The exact Go-Live date by the winning supplier specified in the tender.
3. The exact Go-Live date by the winning supplier in their proposal.
4. The exact date the system went live across all services.
5. The exact date when the legacy system was switched off or you stopped paying maintenance for the system.

Further to your email of 7 March 2018, please see Wirral Council's
response to your specific enquiries below.

 

Further to your recent Freedom of Information enquiry, please see Wirral
Council’s responses below:-

 

1.            The exact date on which you signed the contract for the new
system. - 2/12/13

 

2.            The exact Go-Live date by the winning supplier specified in
the tender. - A tender timetable was included within the tender
documentation as a guideline to the suppliers and the approximate
timescales   for the tender process included the following:

                Contract exchange and project implementation start -
October 2013.

                In addition bidders were asked to provide an outline
project plan and timetable for their proposed solution. 

 

3.            The exact Go-Live date by the winning supplier in their
proposal. - The winning supplier in their response to the tender stated
that '…… recommendation for a project of this significance is to allow 12
  months for implementation'.

 

                Two example project plans included in the supplier’s
response (one for adult services one for children’s services) based on a
potential contract signature of 14/10/13, the plans included a go live
date of                20/06/2014 for both systems followed by transition
processes into business as usual and final user acceptance  07/10/2014

 

4.            The exact date the system went live across all services. -
No documentary evidence within children’s services colleagues in Digital
able to supply the following information which accords with knowledge
       within children’s services; 20/10/2014 (Adult System live on
29/09/2014, Children’s system followed on 20/10/2014).  However the system
continues to be developed with new services being added in the future.

 

5.            The exact date when the legacy system was switched off or
you stopped paying maintenance for the system. - Support is believed to
have ceased on 31/03/2015. This is based on a check of the procurement
               system by colleagues in Digital services (invoice paid in
April 2014 extrapolated end date for support therefore end of that
financial year 31/03/2015) and again accords with memory in children’s
services and the plan at the time to minimise the overlap of support
contracts i.e. a go live date of October 2014 whilst allowing a period of
dual access.
