Response to this request is long overdue. By law, under all circumstances, Royal Borough of Kensington and Chelsea should have responded by now (details). The person who made the request can complain by requesting an internal review.

Dear Royal Borough of Kensington and Chelsea,

I would be grateful if you could advise:

1. On what date the Department received, from the Learning and
Skills Council (LSC), the text of a paper entitled: 'Impact of
changes in provision on People with Learning Difficulties and/or
Disabilities post-19' which had been commissioned by the Learning
and Skills Council from the Institute of Employment Studies and
which was authored by Sara Dewson and Nii Djan Tackey.

2. Whether the Department was requested to 'clear', authorise or
otherwise advise on the suitability of the paper for publication.

3. When the Department offered any comment to the LSC and what this
comment was (if offered), when it expects to respond (if it has not
yet done so), or what exchanges of correspondence have taken place
between the Department and LSC (if the matter is still under
consideration).

4.Whether the Department has a target, benchmark or yardstick for
replying to requests from other public bodies and what that target
is.
