Immigration raids by MSOA in Wales, 2017-2021

We're waiting for Myfanwy Williams to read recent responses and update the status.

Dear Home Office,

Please can you provide me with:
- Counts of immigration raids
- Counts of arrests resulting from those raids
- Counts of deportations resulting from those raids
grouped by the combination of
- Month
- Middle Super Output Area (MSOA)
- Address Type (e.g. 'Commercial', 'Residential', 'State', or 'Other')
for the period January 2017 to December 2021, and the 410 MSOAs in Wales

I would be grateful if you could provide this in the form of a spreadsheet (CSV or XLSX format), with six columns (reflecting the three grouping variables and three counts described above).

I'm happy for you to omit rows that would have a count of zero raids.

I'm happy to discuss any amendments that would make responding to this request easier for you.

I'm happy to provide a list of all relevant postcodes and their mappings to each of the 410 Welsh Middle Super Output Area (MSOA) (although this same mapping is freely available from the ONS at https://geoportal.statistics.gov.uk/data... ).

If I provide this mapping, are you able to provide the information by month and by MSOA?

If not, are you able to clarify what information you do hold about the geographical location of raids? We may be able to arrive a better compromise based on this.

Dear IE PQs, FOIs and Correspondence,

Postcode districts aren't really very suitable for analysis, unfortunately, which is why I'm asking for information by Middle-Super-Output-Area (MSOA). This would be a unit of geography that's both more suitable for preserving privacy and more useful for analysis than postcode districts.

MSOAs are part of the ONS's Census Geography hierarchy, and it's generally very easy to derive an MSOA from a full postcode or co-ordinates, for example.

if you're unable to provide data by MSOA, please can you explain why and let me know what locational data you store about each visit? We may then be able to come up with a better compromise.

I am writing to request an interval review of the handling of my FOI request, reference 68411.

My request involved summarising information by Middle Super Output Area (MSOA). The department has refused to summarise information in this form, instead offering to provide the information summarised in a less useful form (by "Postcode Area").

It is no harder to summarise data in the form that I have requested than the form offered (since both involve linking a full postcode to a reference list of higher geographies, if done correctly) and the form that I have requested is actually better suited to protecting individuals' personal data (since the populations of postcode geographies vary wildly, in contrast to MSOAs, there is a greater risk of accidental disclosure).

Given how easily my request could be responded to appropriately - by providing the information in the form requested - I think this constitutes a failure to abide by Section 11 of the Freedom of Information Act.

I note the similarities to Home Office v The Information Commissioner (EA/2008/0027; 15 August 2008). No *new* information would be created by my request - the information is implicit in the information you already hold, and I am simply asking you summarise it appropriately.

Please can you pass on my response regarding the correspondence of 13 June, ref: 68411, to M Cumberbatch:

Having apologised for the delay, please can you explain both why the internal review was so delayed and why multiple requests for an update on the status of the review were ignored.

"I am advised providing the information you have requested is not as simple as looking up the MSOA for each postcode." This is an inappropriately poor level of detail in a response to a request for an internal review. Please can you reproduce the advice in full - if you're unwilling to do this as a matter of courtesy, please treat this as a subsequent request for information (specifically the correspondence containing any advice relating to this internal review) under the FOIA.

I note that you have failed to re-inform me in this correspondence of my right to appeal to the Information Commissioner. This is at odds with both the advice published on ICO's website and FOI Code of Practice produced by the Cabinet Office. (Any previous information provided relating to this right doesn't mean you're not supposed to do it *again* when responding to my request for an internal review.)
