Dear Ms Kuhlmann-Muller

We write further to your recent Freedom of Information request in which you asked:

1. provide me with a list of all Wirral landmarks which are illuminated at night and tell me how many days / weeks per year each of them is being illuminated and when exactly?
2. If there are any illuminated sites, is any of them located within a local wildlife site or within an otherwise dark sky area?
3. If yes to 2, are there any protected species living within that area during the illumination period?
4. Could you please give the figures for each site re the energy usage of that illumination per year ?

The Town Halls (Birkenhead and Wallasey) are illuminated on special occasions such as the bike race, Tranmere Rovers win to the next division, and to support various charities such as autism year etc. This will be for a maximum of 1 week per event. The town halls have display lighting fitted but this is not always in use. We also have temporary lighting which can be used to provide some external colour lighting , i.e. to windows, again to support charities and to support particular events. This is moved from building to building as required. As a council we are providing new illumination to war memorials where possible, most recently at Hamilton Square and we also provided illumination to the PC Philips memorial in Hamilton Square; however this is not at any set time or for any set periods. Some areas of the buildings do have spot lights but these are on timers and will go off as and when required.

There are no landmarks in parks that are illuminated and the buildings within Landican Cemetery are not illuminated at night, although they only have sensor security lights.

We do not hold recorded information in relation to energy usage as the overall energy bill is not itemised to the level required.

Yours sincerely

Dear Wirral Metropolitan Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Illumination of landmarks'
Please see my comments below my original questions.

1. provide me with a list of all Wirral landmarks which are illuminated at night and tell me how many days / weeks per year each of them is being illuminated and when exactly?
You did not inform about the length of illumination for the war memorial at Hamilton square.
Is it only during Remembrance Sunday time, the whole of November, during other war related events...?

2. If there are any illuminated sites, is any of them located within a local wildlife site or within an otherwise dark sky area?
You didn't mention the war memorial on Grange Hill, which is a local wildlife site within a dark sky area. This has been illuminated every year around remembrance Sunday.
Please provide me with the exact time when the floodlight has been installed and removed and give me the exact number of days when this site is illuminated.

3. If yes to 2, are there any protected species living within that area during the illumination period?
You didn't mention the variety of protected species living on Grange Hill during the illumination period.

4. Could you please give the figures for each site re the energy usage of that illumination per year ?
There should be a possibility to at least estimate the energy usage for the illuminations.
Could you please estimate the energy usage for the war memorial at Hamilton square and the Grange Hill war memorial.

Yours faithfully

Birgitta Kuhlmann-Müller

Dear Ms Kuhlmann-Muller,

I write to you in relation to your recent request for internal review of
your FOI – Illumination of Landmarks.

Firstly, I would to apologise for the delay in responding to your request,
our officers were conducting a thorough search.

Unfortunately, officers are unable to locate any specific documentation
with regards to your enquiry. The points known are below:

o The buildings within Landican Cemetery are not illuminated at night,
they only have sensor security lights.
o The Town Halls are illuminated on special occasions such as the bike
race, Tranmere Rovers win to the next division, autism year etc. This
will be for a maximum of 1 week per event.
o Some areas of the buildings do have spot lights but these are on
timers and will go off. (there are no detailed recordings of timers &
costs)
o The town halls have display lighting fitted but this is not always in
use.
o There are no landmarks in parks that are illuminated.
o We do not hold recorded information in relation to energy usage as the
overall energy bill is not itemised to the level required.

The conclusion here is that there is no recorded/held information with the
specificity that you have enquired about surrounding illuminated landmarks
& heritage sites.

Regrettably, we are unable to assist you further on this occasion.

If you are dissatisfied with the outcome of an internal review you also
have the right to complain to the information Commissioner:
