Illegally issuing parking tickets

The request was partially successful.

Dear West Sussex County Council,

Whilst driving around i have noticed there is a lamp post
replacement programme in progress. This has raised a few questions
and under the Freedom of Information Act please could you find the
information for the following questions?

1. The distance between the new lampposts in many residential
parking streets is now further than 30meters between lampposts,
containing parking information signs on the posts, meaning most of
the residential parking zones in Horsham no longer comply with the
law. What is being done to rectify this?

2. Who authorised the lamp posts to set out at unequal distances?

3. Can you name all of the affected roads in Horsham where
residential parking is now no longer legal due to the unequal
distance between signs on lampposts?

3. How many parking tickets have been issued on these affected
roads in Horsham where the parking signage is now further than
30metres set apart?

4. Why are the parking enforcement officers still issuing tickets
on the affected residential streets?

Thank you in advance for researching and i look forward to hearing
the response.

Yours faithfully,

miles

Dear Miles

Freedom of Information Act 2000

I refer to your request for information in relation to illegally issuing
of parking tickets in Horsham.  Your request was received by me on 13
February 2014 and is being processed under the Freedom of Information Act
2000.

I am now in a position to respond to you and have answered your questions
as set out in your original email.

1.   The distance between the new lampposts in many residential parking
streets is now further than 30meters between lampposts, containing parking
information signs on the posts, meaning most of the residential parking
zones in Horsham no longer comply with the law. What is being done to
rectify this?

Modern optics do not require equal spacing between lighting columns which
gives the service provider wider scope in siting columns sympathetically
and illuminating the highway without compromising the standard.

2.   Who authorised the lamp posts to set out at unequal distances?

(see above) The service provider designs and installs lighting columns to
a nationally defined standard.

3.   Can you name all of the affected roads in Horsham where residential
parking is now no longer legal due to the unequal distance between signs
on lampposts

We are aware of six roads in Horsham: Gladstone Road, Middleton Road,
Tanbridge Place, Three Acres, Vale Drive and Springfield Park where work
is currently being implemented to correct the parking signs.  A survey is
taking place of other possibly affected roads.

4.   How many parking tickets have been issued on these affected roads in
Horsham where the parking signage is now further than 30metres set apart?

Please direct this enquiry to Horsham District Council.

Why are the parking enforcement officers still issuing tickets on the
affected residential streets? – Please direct this enquiry to Horsham
District Council
