Dear Sir/Madam
Thank you for your recent FOI request. Please see below a response to the
last 4 questions.
It is confirmed that the council holds information that falls within the
description specified in your request. However, the Service involved has
estimated that it will cost more than the appropriate limit to consider the
first three questions of your request.
The appropriate limit is specified in the Freedom of Information and Data
Protection (Appropriate Limit and Fees) Regulations 2004 which for local
government is set at £450. This represents the estimated cost of one person
spending 18 working hours in determining whether the service holds the
information, together with locating, retrieving and extracting the information.
It is estimated that it would take in excess of 32 working hours to
determine the appropriate material and locate, retrieve and extract the
information in reference to your request. Consequently, CCBC is not
obliged under section 12 (1) of the Freedom of Information Act 2000 to
respond to your request as it stands and please accept this correspondence
as a refusal notice under S17
You may wish to consider refining your request by narrowing its scope by
being more specific about what information you particularly wish to
obtain, including any dates or period of time relevant to the information
required.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be sent to the address below.
Please remember to quote the reference number above in any future
communications.
If you are not content with the outcome of the internal review, you may
appeal to the Information Commissioner’s Office – Wales, 2nd Floor,
Churchill House, Churchill Way, Cardiff, CF10 2HH.
Yours sincerely

Dear Conwy County Borough Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Conwy County Borough Council's handling of my FOI request 'Illegal Vapes'.
i have concerns that you have applied section 12 here on the basis that you don't want information shared rather than the purpose section 12 allows. i find it hard to believe that it would cost your authority more than the other authorities iu have requested the exact same information from and all of whom are answering the questions fully.
Further more i have requested information from you about the number of prosecutions and you have referred me to the court and tribunal service. please be aware as a public body i have the right to request information from you under the FOI regulations and in matters as such you should supply not sign post me to another site.

Dear Sir/Madam
Freedom of Information Act 2000 (FOIA) FOI 24557 – Outcome of Internal Review
Thank you for your Internal Review request dated 07/04/2025 regarding a Freedom of Information request in which you asked for:
Please can you supply me information under the foi rules & procedures.
During the year 2023/2024/2025 how many premises have been visited by trading standards in relation to illegal vapes being sold?

In each of the said years what is the value of the products confiscated by Gwynedd council ?
How does Conwy council dispose of such items ?
What was the cost per year to dispose of such items ?
The purpose of an Internal Review is to assess how your Freedom of Information request was handled in the first instance and to determine whether the original decision given to you was correct. This is an
independent review: I was not involved in the original decision.
Your original request was submitted on the 26/03/2025 and the response was issued on the 02/04/2025. You were advised the following:
It is confirmed that the council holds information that falls within the description specified in your request. However, the Service involved has estimated that it will cost more than the appropriate limit to
consider the first three questions of your request.
The appropriate limit is specified in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 which for local government is set at £450. This represents the estimated cost of
one person spending 18 working hours in determining whether the service holds the information, together with locating, retrieving and extracting the information.
It is estimated that it would take in excess of 32 working hours to determine the appropriate material and locate, retrieve and extract the information in reference to your request. Consequently, CCBC is not
obliged under section 12 (1) of the Freedom of Information Act 2000 to respond to your request as it stands and please accept this correspondence as a refusal notice under S17
You may wish to consider refining your request by narrowing its scope by being more specific about what information you particularly wish to obtain, including any dates or period of time relevant to the
information required.
You internal review request was received 07/04/2025 and stated:
