Dear Camden Borough Council,

Please could you answer the following questions with regards to the
closure of the Independent Living Fund.

1) Will you be ring fencing the ILF money passed to you to :-
a) Individual ILF Users.
b) Adult Social Care.
c) Not ring fence at all.

2) Have you received the details of how much money you are being
allocated and if so how much is that.

3) When will you be starting reassessments of ILF users and when do
you anticipate completing those assessments.

4) What arrangements are you putting in place for those ILF users
you have not reassessed by 30th June to continue funding their
current ILF care packages until an assessment has been carried
out.
Bearing in mind that many of these ILF users will not currently
have Direct Payments set up with the Local Authority.

5) Do you have contingency plans in case a change in Government at
the forthcoming election alters the ILF funding situation?.

Thank you for your recent Freedom of Information request received on 6
March 2015

You requested information on:

Please could you answer the following questions with regards to the

packages until an assessment has been carried out.
Bearing in mind that many of these ILF users will not currently have
Direct Payments set up with the Local Authority.

5) Do you have contingency plans in case a change in Government at the
forthcoming election alters the ILF funding situation?.

Your request is being dealt with under the terms of the Freedom of
Information Act 2000 and will be answered within twenty working days.

If appropriate, the information may be provided in paper copy, normal font
size. If you require alternative formats, e.g. language, audio, large
print, etc. then please let me know.

For your information, the Act defines a number of exemptions which may
prevent release of the information you have requested. There will be an
assessment and if any of the exemption categories apply then it will not
be released. You will be informed if this is the case.

If the information you request was obtained from or relates to a third
party then they may be consulted prior to a decision being taken on
whether or not to release the information to you.

In some cases there may a fee payable for the information requested. This
will be considered and you will be informed of the fee payable if this is
the case. In this event the fee must be paid before the information is
processed and released. The 20 day time limit for responses is put on hold
until receipt of the payment.

Further to your email, received on 6 March 2015, we are pleased to enclose
the requested information. We are sorry for the two day delay in getting
this to you and hope it was not the cause of too much inconvenience

You requested
Please could you answer the following questions with regards to the
closure of the Independent Living Fund.

Response: a & b. Please note we will be ring fencing during the first
three months after transfer from July to September 2015 but not thereafter

2) Have you received the details of how much money you are being allocated
and if so how much is that.
Response: We do not have a final allocation at this time

3) When will you be starting reassessments of ILF users and when do you
anticipate completing those assessments.

Response: We plan to complete all assessments by June 2015 and will begin
after the implementation of the Care Act in April 2015.
4) What arrangements are you putting in place for those ILF users you have
not reassessed by 30th June to continue funding their current ILF care
packages until an assessment has been carried out.
Bearing in mind that many of these ILF users will not currently have
Direct Payments set up with the Local Authority.
Response: We plan to complete all assessments by June 2015.  During July,
August and September 2015 we won’t make any changes to the amount of
someone’s former net ILF payment.  During this 3 month period we will work
with people to make any practical changes they need to make so that their
care arrangements are as aligned under a single Council Personal Budget
from October 2015.
5) Do you have contingency plans in case a change in Government at the
forthcoming election alters the ILF funding situation?.
Response: We do not anticipate any change in funding arrangements during
the financial year 15/16.
