Ikea Legible London programme
Dear Greenwich Borough Council,
This is a request under the Environmental Information Regulations 2004.
The most recent Infrastructure Funding Statement says that £206,964.87 spent on "Legible London signage and improvements to pedestrian and cycle access form IKEA development to and from Westcombe Park and Charlton railway stations and North Greenwich underground station".
Could you please:
a) Identify each specific measure taken as part of this scheme (eg, Legible London fingerpost at south end of Combedale Road, totem at north end of Combedale Road), and tell me how much it cost.
b) Tell me what consultation - ie with resident groups, ward councillors, etc - the council underwent in deciding what measures were needed, and who was consulted.
c) Tell me who was consulted on the locations the that Legible London signs direct people to, and please send me all correspondence relating to this consultation.
d) What co-ordination has there been with Greenwich Millennium Village for its own recently-installed signage, or on signage installed for the Sainsbury's/M&S Charlton Riverside retail park scheme?
e) The section 106 agreement required £750,000 to go towards the promotion of sustainable travel to Ikea. Could you please state how much of this has been spent, and what on.
f) The section 106 agreement also requires £50,000 to be spent on signage directing drivers to the Blackwall Lane exit of the A102 to access Ikea. A planning application for new signage was submitted in October 2018 but has not been implemented. Has this money been spent yet, and what is the status of this proposal?

Our response is as follows:

The officers who previously led on this programme of works have since left
the Council. Due to the fact that the officers responsible are now longer
with the council we have not been able to locate any records. Officers
worked with Ikea and their representatives, along with public transport
providers, to establish the broad principles of the interventions and
develop the work programme.
c) Tell me who was consulted on the locations that the Legible London
signs direct people to, and please send me all correspondence relating to
this consultation.
TfL’s approved contractor delivered these improvements and sought approval
from Network Rail and would have consulted local landowners directly
affected by these works. Due to the officers involved having left the
Council we are unable to locate correspondence relating to this.
d) What co-ordination has there been with Greenwich Millennium Village
for its own recently-installed signage, or on signage installed for the
Sainsbury's/M&S Charlton Riverside retail park scheme?
Signs are erected as part of the associated planning permission, for which
the standard statutory consultation process was completed.
e) The section 106 agreement required £750,000 to go towards the
promotion of sustainable travel to Ikea. Could you please state how much
of this has been spent, and what on.
£362,698 has been spent. Please see the attached schedule for detailed of
expenditure.
f) The section 106 agreement also requires £50,000 to be spent on
signage directing drivers to the Blackwall Lane exit of the A102 to access
Ikea. A planning application for new signage was submitted in October 2018
but has not been implemented. Has this money been spent yet, and what is
the status of this proposal?
This money has not been spent. Temporary signage to enable the opening of
Ikea was installed in 2019, advising road users on what routes and
entrances/exits were being used to manage traffic. Discussions have been
ongoing with Transport for London to implement a signage strategy, but
this is yet to be finalised due to retailer branding not being permitted.
No agreement has been made at this stage, but officers are continuing
their discussions with TfL.
