Please advise your policy, procedures and training programme for Social Work staff dealing with and identifying ‘Coached or psychologically coerced children?’

Please provide your policy and procedures which explains types and examples of diagnostic criteria and/or indicators & signs of a child being coached and/or psychologically coerced?

Please advise your policy and procedures that explains appropriate methods of working with including but not limited to consideration and intervention of a child who may present as being subject to having been coached by psychological coercive control that is given when working with coached and/psychologically coerced children?”

I am writing to request an internal review of East Renfrewshire Council's handling of my FOI request 'Identifying Coached or Psychologically Coerced Children'.

I am not requesting information on child sexual exploitation.

Coercive psychological systems use psychological force in a coercive way to cause the learning and adoption of an ideology or designated set of beliefs, ideas, attitudes, or behaviors. A victim may be subjected to various types of coercive influence, anxiety and stress-producing tactics over time.

In a psychologically coercive environment, the victim is forced to adapt in a series of small "invisible" steps. Each step is sufficiently small that the subject does not notice the changes or identify the coercive nature of the process until much later, if ever. These tactics can be reinforced in a group setting by well-intended, but deceived, "friends and allies" of the victim. (Good-cop/Bad-cop).

This keeps the victim from setting up the ego defenses normally maintained in known adversarial situations.
Psychological coercion overcomes the individual's critical thinking abilities and free will - apart from any appeal to informed judgment. Victims gradually lose their ability to make independent decisions and exercise informed consent. Their emotional defenses, cognitive processes, values, ideas, attitudes, conduct and ability to reason are undermined, and decisions are no longer through meaningful free choice, rationality, or the inherent merit or value of the ideas or propositions being presented.

I refer to the above, to your request of 22 January 2020 regarding the
Council’s policy, procedures and training programme for Social Work staff
dealing with and identifying ‘Coached or psychologically coerced
children.’ and to your request for review received on 22^nd February
following the Council’s initial response. I have responsibility within the
Council for dealing with reviews under the Freedom of Information regime
and can advise that I have now concluded consideration of this case.

 

I note that the initial response to your request directed you to the West
of Scotland Child Protection procedures as the Council does not maintain
any separate documentation in respect of children who are coached or
psychologically coerced. Having undertaken further investigation I can
confirm this position. The procedure to which you were directed covers all
aspects of child protection work, whatever the nature of, and/or practices
which contribute to, the harm suffered or the way in which it is hidden
from general view. No specific documentation is held relating to coached
or psychologically coerced children.

 

I also note that your original request asks for the training programme for
staff in this regard. I apologise that this aspect of your request was not
addressed in the Council’s earlier response. Following investigation, I
can advise that no training dedicated to this particular issue is
currently held although it is covered in a more general sense in various
training events scheduled under the Public Protection Development Plan
operated by HSCP. I attach a copy of that document for your convenience

 

I trust this fully satisfies your request for review.  However, if you are
dissatisfied with the outcome of this review, you have the right to appeal
to the Scottish Information Commissioner.  His address is: Scottish
