Peter Collingbourne

Dear Sir or Madam,

I note the decision of the Information Tribunal in Office of Government Commerce v Information Commissioner (EA/2006/0068 & 0080).

I would therefore like to request a copy of the two pre-stage Zero and the actual Stage Zero Gateway Reviews of the Identity
Cards Programme project being run by the Home Office.

Yours faithfully,

Peter Collingbourne

Dear Peter,

FREEDOM OF INFORMATION ACT REQUEST REFERENCE NO: 415172

I write in connection with your request for information dated 25th
February 2009 which was received by OGC on 25th February 2009. I note you
seek access to the following information:

* A copy of the two pre-stage Zero
* The actual Stage Zero Gateway Reviews of the Identity Cards Programme
project being run by the Home Office.

Your request will now be considered in accordance with the Freedom of
Information Act 2000 (the Act). You will receive a response within the
statutory timescale of 20 working days as defined by the Act, subject to
the information not being exempt or containing a reference to a third
party. In some circumstances OGC may be unable to achieve this deadline.
If this is likely you will be informed and given a revised time-scale at
the earliest opportunity.

OGC's policy is not to charge for providing information where to do so
costs less than the "appropriate limit" [Note: The "appropriate limit"
means such amount as may be set by the regulations], which is currently
£450.

Where the cost of providing information would exceed £450, OGC will
generally not provide the information. However, OGC may be able to
provide some of the information requested if it can be supplied within the
"appropriate limit".

There may be a separate fee payable for the costs of copying and postage
if you require the information in hard copy. If this is the case you will
be informed and the 20 working day timescale will be suspended until we
receive payment from you. If you chose not to make payment then your
request will remain unanswered.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

I would like to take this opportunity to thank you for your interest in
OGC.

Should you have any further enquiries concerning this matter, please write
or contact our Service Desk on 0845 000 4999 or e-mail Service
[email address], quoting the reference number above.

I hope that the information provided is of use to you. Please do not
hesitate to contact the Service Desk again if you have any further
enquiries.

Kind Regards,
