ID "beacon areas"
Dear Sir or Madam,
Speaking in Manchester today, the Home Secretary is reported to have said that Manchester is in the running to be one of the "beacon areas" for early deployment of ID cards.
Please tell me:
1) which areas are being considered as "beacon areas";
2) what the criteria were for their selection for consideration; and
3) what the criteria are for final selection of "beacon areas".

The link to Hansard given in response contains some discussion about piloting of the ID scheme in Manchester, but it does not answer the questions that I asked.
Specifically, the response does not tell me which other areas are being considered, what the criteria are for consideration, or what the criteria are for final selection.
