Dear Ms Taylor

Your request for information ref. SOT90233 about software used in
different areas of children's services

We have now considered your request and a copy of the information is
attached below.

Please note that some of the information is exempt under section 43 of the
Act and cannot be provided.

Section 43(2) (commercial interests) allows a public authority to withhold
information if its release would, or would be likely to, prejudice the
commercial interests of any individual, including the public authority
that holds it.  This exemption has been applied to your request to know
the annual fee that the local authority pays for annual support and
maintenance of the software.  This is because the local authority
considers that to release this into the public domain, whilst giving the
details to the provider’s competitors who may use it to undercut the
provider’s offer if the contract comes up for renewal, given that the
provider would not have expected this level of detail to be made available
in the public domain, its release may also have a negative impact on the
local authority’s ability to commission the most appropriate software from
the most appropriate provider in the future.  The local authority
considers that it is not in the public interest to prejudice the ability
of its providers to submit competitive offers for contracts, or risk the
professional relationship between it and its providers in such a sensitive
data management area.

The information supplied may be used for domestic or journalistic
purposes.  Its use for commercial gain including issuing to the public,
social media or computer blogs may be subject to the issue of a licence
under the Reuse of Public Sector Information Regulations 2015.

Please can you provide the following information:-

1.    The software providers your Local Authority uses for:

·         Your Education Management Information System (admissions, LAC,
SEND, Early Years etc.)

Response: Capita ONE and Servelec Synergy.

·         The National Client Caseload Information System (NCCIS) returns
to the Department for Education.

Response: Capita ONE.

·         Managing the performance of the Youth Offending Team and the
case management of individual young people.

Response: CACI Childview.

·         Your Children's Centre Management Information System.

Response: Capita ONE eStart

2.    The amount paid to these suppliers annually for support and
maintenance.

Response: See section 43 exemption notes above.

3.    The contract renewal dates and notice period you are required to
give for each.

Response:

Capita ONE - 01/04/2021.

Servelec Synergy - 01/04/2021, 1 month notice.

CACI Childview - the contract will remain in force until it is terminated
by either party. There is a 6 month notice period.

Capita ONE eStart – 01/04/2021.

4.    The contract manager responsible for market engagement when the
contracts end.

Response: Not applicable.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to: The Information Rights Manager, Information Rights
Team, Stoke-on-Trent City Council, Floor 2, Civic Centre, Glebe Street,
ST4 1HH, or email [2][Stoke on Trent City Council request email].

Section 5.3 of the Freedom of Information Code of Practice states:

“It is usual practice to accept a request for an internal review made
within 40 working days from the date a public authority has issued an
initial response to a request and this should be made clear in that
response to the applicant. Public authorities are not obliged to accept
internal reviews after this date. Internal review requests should be made
in writing to a public authority.”

If, after contacting us, you are not content with the outcome, you may ask
the Information Commissioner for a decision.  Before doing this, please
see the following link for guidance from the Information Commissioner
relating to how to use your information rights responsibly and
effectively, to enable you to gain the best outcome from the process -

Generally, the Information Commissioner cannot make a decision unless you
have already used our internal review procedure. The Information
Commissioner can be contacted at: The Information Commissioner’s Office,
