Universal Jobmatch replaces the current vacancy management services, Employer Direct and Employer Direct Online for companies, and it replaces the Jobcentre Plus jobs and skills search facility for jobseekers.

New technology will help speed up the recruitment process for companies and jobseekers by automatically matching jobseekers CVs and skills to jobs posted online.

I would like your help please

Jobcentre Plus all over the uk are forcing people to sign new jobseeker agreements and are giving out job seeker direction letters to include registering with universal job match. it is not Mandatory for a job seeker to sign up for universal job match.

can you please give me the following information

1. if a job seeker is forced to sign a new job seekers agreement to include registering with universal job match
then is sanctioned/lose there benefit, will the ico take action against jcp/dwp what action will you take.

2. JCP Advisors are giving job seeker direction letters to sign up for universal job match even though it is not Mandatory to sign up for universal job match. will you take action against JCP Advisors for doing this?. what action will you take.

3.JCP Advisors are telling people that when they are registerd on universal job match that they have! to give JCP Advisors there log in details. i made a foi to dwp about this it can be found here http://www.whatdotheyknow.com/request/13... dwp say It is not mandatory for a Jobseeker’s Allowance (JSA) claimant to give DWP access to their
Universal Jobmatch account. will you take action against JCP Advisors who are forcing people to give there log in details
to JCP Advisors. what action will you take

Dear Mr Rymer

Further to our acknowledgement dated 18 December 2012 we are now in a
position to respond to your request for information under the Freedom of
Information Act 2000.
 
On 17 December 2012 you requested from our office the following
information:
 
“1. any rules/laws you have about Universal job match
 
 2. any Correspondence Between you and jcp/dwp about universal job match”.
 
In response to your request please find attached a copy of a conference
call note between the ICO and the Data Sharing Data Protection Policy Team
at the DWP. I can confirm that this all the recorded information the ICO
holds that falls within the scope of your request.

Please note that we have only redacted very small parts comprising
personal data of an individual under section 40 (2) of the Freedom of
Information Act 2000 by virtue of section 40 (3) (a) (i).
 
As this information relates to an identifiable individual it constitutes
their ‘personal data’. We have therefore considered whether the disclosure
of this personal data is subject to the exemption at section 40(2) of the
Freedom of Information Act 2000 (by virtue of s40(3)(a)(i)).  If the
disclosure of the personal data would contravene any of the eight data
protection principles contained within the Data Protection Act 1998 the
exemption at section 40(2) of the Freedom of Information Act 2000 will
apply.
 
It is unlikely that it would be within the expectations of the individual
that their name be put into the public domain, as they will have provided
these details for internal use within the ICO. Therefore disclosure would
be in contravention of the first Data Protection Principle. This requires
personal data to be processed ‘fairly and lawfully’.  It is therefore
appropriate for us to withhold this information under section 40(2) of the
Freedom of Information Act 2000 by virtue of section 40(3)(a)(i).  This
section of the Act states:-
 
“(2)   Any information to which a request for information relates is also
exempt information if 

 1. it constitutes personal data which do not fall within subsection (1),
and
 2. either the first or the second condition below is satisfied.

 (3)  The first condition is –

 1. in a case where the information falls within any of paragraphs (a)  to
(d) of the definition of “data” in section 1(1) of the Data Protection
Act 1998, that the disclosure of the information to a member of the
public otherwise than under this Act would contravene – 
 2. any of the data protection principles …”
