There are no actual agreements in place, the pitch for an ice cream van is
applied for and a permit is issued for dates requested

Can you please advise me on which have ice cream van permits?

Costa piazza 2 in the Town Centre currently has an ice cream van and a
permit has been issued for it

Would you please advise me of the winning amounts tendered in previous
years for the 'Ice Cream Concessions' 7 'Permits' at the above listed
sites?

issued by Basildon Council for any promotion / event / booking on Council
owned land only

The promotional space in the town centre can be used to promote local
businesses / products and services subject to authorisation by Basildon
Borough Council and on occasion in consultation with Basildon Town Centre
Management

Apologies if my last email has caused any confusion. I would like to clarify that although the Town Centre is available for businesses to promote their products / services, it is the Council's responsibility to determine the suitability of any promotion or activity in the Town Centre. It would be unsuitable to have 2 ice cream vans in the Town Centre within such close proximity ( the Council owns the land from Wilko to Primark only).

I hope this clarifies the situation. As mentioned in my previous email, if the space does become available I will contact you

My question did not relate to assessing the suitability to determine if 2 ice cream vans would be suitable.
I refer to the council offering equal opportunity to apply for the promotional space, instead of your current long term agreement. The council could offer opportunities based on merit (local company, Locally produced, award winning, community involvement, tender fees etc.)

Dear Mr Siciliani,

Following on my email to you dated 3/4/18, I have discussed the content of your email with the Council's Legal Services department and I am now in a position to respond.

I can confirm to you that the Council has an agreement with an ice cream vendor for 2018. The pitch will be available to hire from 1st November 2018. The process to apply for a pitch is to complete an application form, we will need to see a copy of your public liability insurance, a risk assessment and registration of your business with the local authority. We also require completion of an environmental health questionnaire. This information must be provided 6 weeks in advance of your booking.

The fees for the pitch is £816 plus VAT per month, payment is required 1 month prior to your booking.

The department is working with the Council's procurement department to ensure there is an evaluation process in place for when we receive applications, not just for ice cream vendors but for commercial applications. As mentioned in your email, the areas to consider when evaluating will include: local company, locally produced, award winning, community involvement and production of paperwork for health and safety.

The evaluation process will be discussed and ready for when the pitch for ice creams becomes available.
