The University has considered your request under the terms of the Freedom
of Information Act 2000.
Our enquiries indicate that the University is likely to hold some
information which relates to your request, however, an attempt to identify
and retrieve this information would be likely to exceed the cost limit for
complying with a request under the Appropriate Limits & Fees Regulations.
The cost limit for Higher Education Institutions under is £450/18 hours.
Therefore, under s12 of the Freedom of Information Act 2000, we are not
obliged to comply with your request. In case you wish to reconsider the
scope of your request, you may find the following information of
assistance:
- Although we are unable to say with certainty at this stage
(because the cost limit is engaged), our initial enquiries indicate it is
unlikely that the University holds the specific publications you refer to
(those listed on the publications webpage of the iborderctrl website),
since the Controller of this information is European Dynamics and not the
Manchester Metropolitan University.
- We are aware that you have already submitted a request for these
publications to the European Commission Research Executive Agency, who
have indicated which publications are already publicly available; and
advised that the majority of the publications are exempt from disclosure
for reasons relating to the protection of personal data (privacy) and the
protection of commercial interests.
- There are similar/equivalent exemptions under the UK’s Freedom of
Information Act 2000, relating to personal data; information which would
cause commercial harm if it were disclosed; and information which is
already reasonably accessible. It is therefore likely, that even if we
were able to conduct a comprehensive search for these documents within the
cost limit; the exemptions referred to above would apply, allowing us to
withhold some or all of the information held by the University.
If you are dissatisfied with this response and wish to appeal our

appealing. You must appeal within 2 months of the date of this email.
Under s5.3 of the Freedom of Information Act Code of Practice, we are not
obliged to accept appeals/internal reviews after this date. You also have
