IBM and De La Rue contracts

Dear Sir or Madam,

I refer to a reply to Peter Collingbourne by Bill Crothers, Executive Director of IPS, dated 13th April 2010, in which Mr Crothers said:

"It is our stated intention to publish summaries for not only the remaining contracts with IBM and De La Rue that make up the National Identity Service contract portfolio but also the Strategic Supplier Framework contact **by the Summer of 2010**." [my emphasis]

I hope it has not escaped your attention that today, 21st June, is summer solstice. As it is clearly now, by any reasonable definition, the 'Summer of 2010' I am making a Freedom of Information request for the summaries that Mr Crothers said IPS intended to publish.

I realise that the situation has somewhat changed since May, but I believe it is still very much in the public interest for details of these contracts to be published, even if only in the same summary form as provided for the Thales and CSC contracts.

For clarity's sake, I am asking for summaries of the IBM contract awarded 7th April 2009 to build and run the National Biometric Identity Service, and the De La Rue contract awarded 11th June 2009 to build the 'next generation' British passport. Please would you provide these in the same format as the contracts awarded to CSC and Thales, which appear on the IPS website here:

I hope you can expedite my request, as I can only assume that at least some of the work must have been done already.

Dear Ms Lambert,

Thank you for your reply dated 22nd July.

You will understand that given the slippage from April 2010 when the material was supposed to be published "*by* the Summer of 2010" [my emphasis], to your statement just now that the material will be published "before the end of the summer" I would appreciate confirmation of an actual date by which the material will be made publicly available.

For the purposes of this request, can I therefore assume that the material will be published on or before 21st September 2010?

I can confirm that the Identity and Passport Service intends to publish
the summaries by 31 August 2010. I am sorry that we were not as explicit
in our reply of 22nd July.
