Dear Pembrokeshire Coast National Park Authority,

I hope you can help. I am looking to find out information relating to recruitment specifically in your Accounts and HR teams.

The information I require is detailed below:
• How many members of staff are in you Accounts / Finance team?
• Can you provide an organisational chart for this team?
• How many members of staff are in your HR & Recruitment team?
• Can you provide an organisational chart for this team?
• What was your agency spend in 2018 and do you have a predicted spend in 2019? If you could be specific to the Accounts and HR teams that would be preferable.
• What recruitment framework are you part of and what agencies do you use?

Thank you in advance for the information.

Yours faithfully,

Tabitha Davis

Dear Ms Davis

Information Request – Freedom of Information Act 2000

Reference 306-2020 FOI

We write with reference to your request for information pursuant to the
Freedom of Information Act 2000.  Your request was received on 15 June
2020 in the following terms:

The information (you) require is detailed below:

• How many members of staff are in you Accounts / Finance team?

• Can you provide an organisational chart for this team?

• How many members of staff are in your HR & Recruitment team?

• Can you provide an organisational chart for this team?

• What was your agency spend in 2018 and do you have a predicted spend in
2019? If you could be specific to the Accounts and HR teams that would be
preferable.

• What recruitment framework are you part of and what agencies do you use?

The right under the Freedom of Information Act to request official
information held by public bodies is subject to certain restrictions and
exemptions.  The Authority is under a legal duty to deal with your
application in accordance with the legislation and in particular to
provide a response as soon as practicable.

Our response is set out as follows:

1.         Duty to Confirm or Deny

The Authority confirms that it holds the information requested.

2.         Disclosure

·        The Accounts / Finance Team is made up of 4 employees.

·        The Finance Team consists of 1 Manager, 3 Finance Assistants and
1 Finance Assistant/Payroll Manager.  All 4 Finance Assistants report
directly into the Manager.

·        Human Resources is made up of 2 employees consisting of 1 HR
Manager and 1 HR Advisor.  The Advisor reports directly to the Manager.

·        We are unable to provide an Organisational Chart as we currently
do not have one.  However, the above information provides the information
you request.

·        Agency spend for 2018 and 2019 was limited to £29,855 – the cost
of engaging two agency workers purely within Finance.

·        There is no budget set aside for agency spend in either Finance
or HR for the coming year, as we now have a full compliment of permanent
employees and will not require agency staff.

·        Public sector procurement principles apply to the engagement of
all agencies.    We have recently moved to direct web recruitment for all
our recruitment needs and it is unlikely we will require agency
assistance.

3.     Your Rights

Section 1 of the Freedom of Information Act gives you the right to know
whether or not information is held by the Authority and the right to have
that information communicated to you in a comprehensible form.  A request
for information under the Act must be dealt with before the expiry of the
20 day period starting on the day after a valid request is received and
the appropriate fee (if applicable) is paid.

If you are unhappy with the way Pembrokeshire Coast National Park
Authority has handled your request for information, you can request a
review by writing to Mrs Janet Evans, Freedom of Information Lead Officer,
or by e-mailing [1][email address].  Internal review
requests should be submitted within two months of the date of the receipt
of the response to your original communication.

If you remain dissatisfied with the handling of your request or complaint,
you have a right of appeal to the Information Commissioner at:

Tel: 029 2067 8400

Yours sincerely
