Could you please release any data, documents, minutes or correspondence
which relate to the decision to allow World Polo, or other interested
parties behind the Polo in the Park event, use of Hurlingham Park.

It is with regret that we have been unable to complete our response within
the 20 working-days as required by the Act. This is because we are
currently considering the Public Interest Test with regard to section 43
of the Freedom of Information which exempts information the disclosure of
which would prejudice commercial interests of the council or a third
party. The Act allows for an extension of up to 20 working days where
further time is needed to consider qualified exemptions such as this. This
email therefore acts as a Refusal Notice until such time as the a full
response is possible.

Please be assured that we are dealing with your request as matter of

Your request
Could you please provide me with the evacuation times for the sports
stadiums of Chelsea Football Club, Stamford Bridge; Fulham Football Club,
Craven Cottage; and of Queens Park Rangers Football Club, Loftus Road.
Furthermore could you please provide details of the evacuation plans in
place for these stadiums and if they differ in how to respond to specific
emergency's such as a fire or terrorist threat. In addition can you note
in each stadiums case whether the evacuation plan involves supporters
being evacuated onto the pitch and if/where they do whether this is a
route to an emergency exit or part of the evacuation procedure.

The evacuation times for all stands within the grounds are set at a
maximum of 8 minutes, other than the Johnny Haynes stand at Fulham
Football Club, which is 5 minutes based on a risk assessment taking into
account the age, design and structure.

The evacuation plans are different for each club and dependent on the
stadium layout / design, safety management arrangements and contingency
plans in place. Evacuation arrangements are very much dependent on the
type and severity of the incident involved.

Forward evacuation onto the pitch is possible at Fulham FC, but restricted
at Queens Park Rangers and Chelsea as both stadiums have upper tiers.
However, evacuation onto the pitch is not considered in the capacity
calculation for any of the stadiums.

considered and your questions are emboldened below.

Could you please release any data, documents, minutes or correspondence
which relate to the decision to allow World Polo, or
other interested parties behind the Polo in the Park event, use of
Hurlingham Park.

In 2009, World Polo Ltd invested -L-250k in Hurlingham Park preparing the
park to host the Polo In The Park event and reinstating Hurlingham Park
afterwards. This was a large sum in this year because of the significant
amount of work that was undertaken including removal of part of the cinder
track, removal of fencing, turfing and other ground preparation work.

In 2010, World Polo Ltd invested -L-65k into the preparation and
reinstatement of Hurlingham Park. The council receives a fee for hiring
out the park, as do all of the borough indoor and outdoor venues that are
used for events). The actual details are subject to a Refusal Notice under
the Freedom of Information Act 2000. The relevant exemption is section 43
(2), disclosure of the information would or would be likely to, prejudice
the commercial interests of any person (including the public authority
holding it).

The contract with World Polo to use the park is for 3 years, with 2 years
left to run. If the value of the fee were to be disclosed, it would be
possible for other suppliers to offer a lower price to use the park for
future polo events. Following the results of the comprehensive spending
review, public authorities are working to make savings to meet the
requirements and operate as cost efficiently as possible. It would
therefore not be in the public interest to disclose a figure which would
damage our commercial interests through less income being generated, which
could then be used to the benefit of our residents.

In addition there is a likelihood that other suppliers could provide a
similar Polo event at a different, possible more prestigious venue e.g.
Hyde Park. The loss of the event to the borough could also prejudice the
commercial interests of retailers who would normally benefit economically
from increased customers in the borough during the event.

The public interest in withholding this information therefore outweighs
the public interest in disclosure at this time.

I have attached all other documentation relevant to your request,
information contained in these documents that does not refer to the Polo
in the Park event has been redacted, as this is not relevant to this
request. In addition, the names and personal data of members of staff
below Assistant Director level have been redacted, as these are exempt
under section 40 of the Freedom of Information Act, in accordance with
advice provided by the Information Commissioner's Office.
