Dear Independent Office for Police Conduct,

Hull Daily Mail reported the following on November 8, 2018

https://www.hulldailymail.co.uk/news/hul...

"Three police officers have been arrested on suspicion of misconduct in public office.

Humberside Police say two of its officers were arrested in connection with the offence in October and have been suspended. The force says the two officers were released , but a third officer has been arrested and is currently in custody.

The matter has been reported to the Independent Office for Police Conduct (IOPC), Humberside Police have said."

What was the outcome of the IOPC investigation?

Yours faithfully,

Dominik J. Cysewski

Dear !Request Info,

In your 10 July response you confirmed that you are involved in an independent investigation connected with the matter.

Can you please confirm any details as to the degree of your involvement?

For example do you have the remit to prevent any officers leaving the force, retiring or seeking secondments, whom, throughout the process of the investigation, have been found to have a case to answer (to circumvent criminal or misconduct proceedings)?

Yours sincerely,

Dominik J. Cysewski

Dear !Request Info,

Thank you for you response.

You have said that your Regional Director, Miranda has made the following statement about the case:

"As supervisors of this case, our role was one of oversight and liaison. We communicated regularly with the force, and our lead investigator was consulted throughout."

Do I understood correctly from the above that the IOPC's involvement in the investigation is complete and if so is there a report available to the public?

Yours sincerely,

Dominik J. Cysewski

Dear Mr Cysewski

We apologise for the delay in responding to your further enquiries regarding this matter. As explained in our earlier response, this was an investigation carried out by the force with the oversight of the Independent Office for Police Conduct. There are still matters outstanding relating to this case and therefore it is not yet complete. We do not routinely publish reports relating to supervised investigations and you may be advised to approach Humberside Police to request further information regarding this case.

Dear !Request Info,

The Humberside force has not responded to an inquiry I made. I am not aware from any news articles or IOPC reports that the investigation has concluded. This case has already been under investigation for well over a year and I am interested to know whether any injustice attributable to the delay is being caused the victim(s) of the alleged misconduct.

Are you able to enlighten interested members of the public?

Yours sincerely,

Dominik J. Cysewski

Dear Mr Cysewski

As explained in our previous response there are outstanding matters relating to this investigation and it is not possible to comment on your question regarding the victims of the alleged misconduct. Our role is a supervisory one and you may wish to direct your enquiry to Humberside Police as the appropriate authority investigating the matter. It is likely that, at the appropriate time, Humberside Police will issue further information about their investigation, however this is something that you would need to ask them about.

Dear Mr Cysewski

As explained in our previous FOI response, our role in this investigation is a supervisory one and as such it will be Humberside Police that will take the lead decisions on what they will and will not publish about their investigation. The IOPC does not routinely publish information regarding supervised investigations. You may wish to redirect your enquiry to Humberside Police.
