How much weight did the recent Her Majesty's Inspectorate report carry in respect of the Police and Crime Commissioner's decision to extend the Chief Constable's contract by two years and hand out a ten per cent salary increase?

Thank you for providing a link to the published article. I would say that a reasonable amount of weight was given to the recent Her Majesty's Inspectorate report in determining the Commissioner's decision.
I am disappointed that the Commissioner, who is elected to carry out his duty in the interest of the public, allows important decisions to be clouded by clearly meaningless performance figures produced by Her Majesty's Inspectorate of Constabulary rather than taking into account feedback which reflects reality from those he represents.
