HSE Advice/Report in relation to the plans for development at Carrington (Trafford)
Dear Health and Safety Executive,
Please can you provide copies of advice/guidance/reports you have issued to Trafford Council and/or landowners in Carrington in relation to the developments being planned or progressed in the area.
We have seen that Jonathan Statham (HSE's Land Use Planning Support Team) provided an email to Trafford in relation to the Places for Everyone Consultation (1st October 2021) but I understand further guidance/reports have been produced in relation to the area since that date.

The Act obliges us to respond to requests promptly, and in any case no
later than 20 working days after receipt of a request. However, I am

time by 14 working days to give us time to assess any information we may

1. We aim to get a partial disclosure of information held to you by close
of play on Wednesday 1 March 2023
2. The remainder of the information requires third party disclosure

Thank you for the information already provided in response to this request. I note that you are consulting with 3rd parties about the potential for some other information to be released.
Please can you advise me what sort of information is classed as "Outside scope of request" (11 documents).
For information, residents are very concerned about the plans to develop 5,000 houses and 350,000 m2 employment space in and around Carrington because, given the existing businesses, should an incident occur, evacuation would be a major problem, especially given the amount of HGV traffic in the area (including HGVs carrying hazardous substances, a number which will increase significantly when Trafford Green Hydrogen is fully operational - 700 HGVs a day carrying hydrogen).
There is a lot of interest in the advice HSE are giving, but it is hard to distill it from the information you have shared. Is there a summary document of any sort available?

I can advise that information labelled as 'outside scope of request' did not fall within the bounds of your specific request for information "Please can you provide copies of advice/guidance/reports you have issued to Trafford Council and/or landowners in Carrington in relation to the developments being planned or progressed in the area." The 11 documents which were assessed as outside the scope were a mixture of e mail correspondence between parties which included arrangements for meetings, forwarding attached documents and clarification of other matters not related to the request.
A summary document is not available.
We hope to be able to provide you with a response on the remainder of the information you requested during the w/c 17/4/23.
