I am writing to request an internal review of Trafford Metropolitan Borough Council's handling of my FOI request 'HSE Advice/Report in relation to New Carrington Masterplan', which was originally submitted on 20th October 2022. Thank you for your email of the 20^th October 2022, where you requested
information about the HSE Advice/Report in relation to New Carrington
Masterplan. Please accept our sincere apologies for the delay in which you
have received a response.
The information you requested is enclosed.

Please provide a copy of the HSE's written advice/report in relation to
the New Carrington Masterplan, which I understand was issued in December
2021.
I am writing to advise you that, following a search of our paper and
electronic records, we have established that Trafford Council does not
hold any document matching the HSE's written advice/report in relation to
the New Carrington Masterplan.
However, the HSE did comment on the allocation as a whole and that
document is publicly available online. Please see link below.

I have also included the internal review of this FOI that you requested on
the 20^th October 2022. As part of the review, I assessed the timescales
for the response and acknowledge that the delay has been excessive and
unacceptable.
Section 1(1) of the FOIA states that an individual who asks for
information is entitled to be informed whether the information is held
and, if the information is held, to have that information communicated to
them. Section 10(1) of the FOIA states that on receipt of a request for
information a public authority should respond to the applicant within 20
working days. Section 10.—(1) Subject to subsections (2) and (3), states
that a public authority must comply with section 1(1) promptly and in any
event not later than the twentieth working day following the date of
receipt. The Council has therefore breached sections 1(1) and 10(1) by
failing to respond to your request within 20 working days.
We feel that we have fulfilled your Freedom of Information request.
However, if you are unhappy with the service you have received in relation
to your request or wish to make a complaint or appeal against any decision
we have made in response to your request you should write in the first
