HSC Shared Services: Backlog of Legacy Invoices (FoIs 427-15 & 485-15) – New request

Dear Business Services Organisation (Northern Ireland),

In the period covered by responses FoI 427-15 and FoI 458-15 it appears that the volume of unpaid Legacy Invoices appears has reduced by 164. With these 164 invoices removed from the Backlog the unpaid gross invoice amount has reduced by £58,136.74.

Included in the 164 resolved invoices were the following (i) NHSCT 6 /£1,119.51, (ii) SEHSCT 6 / £2,388.28, (iii) WHSCT 7 / £814.04 and (iv) NIAS 11 / £9025.89 – A total of 30 disputed with an original gross invoice value of £13,347.72.

In respect of the 4 HSC Bodies detailed above please disclose how the sums representing the 30 invoices,totalling £13,347.72, were cleared from HSCNI Creditor Ledgers ? If not by BACS payments to the original suppliers how were the ledger entries for the 30 invoices cleared?

What are BSO trying to hide?

The backlog of legacy invoices I am seeking information about includes invoices dated prior to February 2014. Some of the legacy invoices are at least 22 month old. On this basis alone HSC BSO have good reason not to want to disclose information which could potentially embarrass or disclose deficiencies within the Organisation.

This was a new request but such is HSC BSO's desired not to disclose further information they have not even attempted to respond and have simply adopted the wording from an earlier Internal Review response. HSC BSO are clearly desperate to avoid disclosure!!
