HSC Shared Services: Backlog of Legacy Invoices (FoIs 427 & 485-15)

Dear Business Services Organisation (Northern Ireland),

Your responses to the FoI requests refer.

In the period covered by responses FoI 427-15 and FoI 458-15 it appears that the volume of unpaid Legacy Invoices appears has reduced by 164. With these 164 invoices removed from the Backlog the unpaid gross invoice amount has reduced by £58,136.74.

In resolving the 164 disputed invoices was the sum of £58,136.74 actually paid to the original suppliers? If not what is the make-up of this figure for each of the HSC Bodies concerned?

I am writing to request an internal review of Business Services Organisation (Northern Ireland)'s handling of my FOI request 'HSC Shared Services: Backlog of Legacy Invoices (FoIs 427 & 485-15)'.

I wish to challenge HSC BSO decision to engage the Section 12 (Time/Cost) Exemption. Having been able to disclose related "Legacy Invoice" Backlog information over the course of FoI disclosures to FoI 427, FoI 439, FoI 449, FoI 458 and most recently FoI 470 the motive for engaging Section 12 on this occasion makes no sense.

It is worth bearing in mind that in responding to FoI 449 HSC BSO had first to establish the age of some 316 legacy invoices. This task was apparently achieved without much difficulty and within the FoI time limit. Yet now a query involving some of the same invoices becomes too difficult to achieve within the time limit.

What are BSO trying to hide?

The backlog of legacy invoices I am seeking information about includes invoices dated prior to February 2014. Some of the legacy invoices are at least 22 month old. On this basis alone HSC BSO have good reason not to want to disclose information which could potentially embarrass or disclose deficiencies within the Organisation.

Are HSC BSO right not to disclose this information?
