HSC Funding for the ‘Physical and Sensory Disability’ programme of care (2016/2017)

Dear Health and Social Care Board for Northern Ireland,

For the financial year ending 31/03/2017 - please provide the following information:
1. Total HSC investment in services for programme of care ‘Physical and Sensory Disability’ (P&SD).
2. HSCB commissioning Investment in P&SD Hospitals within Belfast HSCT, Northern HSCT, Southeastern HSCT, Southern HSCT and Western HSCT.
3. HSCB commissioning Investment in P&SD Community Services in each of the above Trusts as reported in the Strategic Resource Framework.
4. Capitation Formulas for the shares applicable to each of the above five Trusts for the year mentioned. Please note that these shares should be for the programme of care ‘Physical & Sensory Disability’ only

This information is made available to the 5 Trusts at the beginning of the financial year - so this information should now be available.

Note – the output of this FOI request should mirror that of FOI 72016 – except that FOI 72016 was for earlier years.

Thank you for your reply David. I am disappointed that the requested information is not available.
You have confirmed (as in FOI 732 16) that the reason for non-availability is because work on the Strategic Resource Framework (SRF) for the year 2016/17 is ongoing.
Can I ask the following questions in relation to this:
1. It is now 8 months into the financial year - when will this information actually be available this year?
2. When has the SRF been available for the last - say - 3 years? I am attempting to find out if it is available later this year than previous years.
3. Where do the Trusts get direction for planning investment in year - if the information from SRF is not available? Can you provide hyperlinks to these locations if any are available.
4. Is the HSCB Commissioning Plan for the current year 2016/17 complete yet? Can you provide hyperlink to enable me to access this plan?

I have considered your most recent communication and I would advise that
the Freedom of Information Act 2000 provides a general right of access to
information held by Public Authorities. The Act does not however oblige
Public Authorities to create information to respond to a request, rather,
it requires Public Authorities to consider for release information which
is readily available to the Authority and is in a recorded format. It is
my opinion that points 1 through 3 could be considered as being questions,
rather than requests for accessible information, and as such, I am not
considering these points as Freedom of Information requests. You may wish
to raise these questions directly with your Trust or HSCB liaisons who I
understand have already had several discussions with you on this area and
they may be in a position to discuss these further with you.

 

In respect of point 4 of your email, I would advise that the HSCB
Commissioning Plan for the year 2016/17 is already currently available on
the HSCB website, at the following link:
