4) What is total number of parcels of land (not including subsoil in tunnelling locations) permanently required for phase 1
5) What is total number of parcels of land (not including subsoil in tunnelling locations) temporarily required for phase 1

required for the construction of phase one where there has been full & final settlement?

Dear FOI Request,
As said (but not answered), the ICO has warned you about this before, you combined the request, declined to answer 1 question out of 7 & used this as reason for not answering the other 6.
Please send answers to other 6 questions & revisit the internal review as you have not addressed my point as to why you did not answer other questions as raised in my request (see below).

Thanks for your reply, but in the midst of your verbose reply, you seem to have forgotten to reply to the initial FOI on liabilities, as this was a separate FOI, only combined by yourselves, please reply by return.
You might recall, that you have combined my FOI's in the past & then not answered the first based on some contrived problem with the second. The ICO took a dim view on that occasion'.

There appears to be some confusion here. This request was not combined with another, and the text you have sent was not the review - or relevant to - this current request.
I understand that the legislation can sometimes appear opaque, but our response to the request for review tried to explain - quoting the ICO's own guidance - why this request (that is FOI-23-5113) - was approached as it was. I apologise that we were not able provide an explanation to your satisfaction.
If you remain unhappy with the response to the review then - as advised in our correspondence - you should go to the ICO.
We will treat this correspondence as a new request and aim to reply as soon as possible and no later than 13 October 2023.
The reference number for this request is FOI-23-5197. For avoidance of doubt the new request is being taken as:
1) How much has been spent to date on property on phase 1?
2) What are the committed property liabilities to date on phase 1?
3) What are the estimated further property costs on phase 1?
