In a freedom of information request to the JCVI on 20th November 2014 Mrs Caron Ryalls requested a copy of the MHRA report presented to their HPV sub-committee meeting of September 22nd 2014. In their response the JCVI have reported that the MHRA report was an oral report. I understand that the MHRA representative present was Dr Phil Bryan. For such an important subject I would expect Dr Bryan to have at least some record or notes of what his oral presentation included. Please provide a copy of these notes even if handwritten.

I am writing to request an internal review of Medicines and Healthcare products Regulatory Agency's handling of my FOI request 'HPV Vaccine Safety'.

Maybe I should make my request clearer. I now understand that Dr Bryan made an oral report to the JCVI HPV Sub committee meeting in September and it is minuted 'The Subcommittee received a report from MHRA and noted that no serious risks have been identified associated with either HPV vaccine in the UK'. I am now aware that Dr Bryan has confirmed 'this was a verbal update and that he holds no notes in relation to the meeting'. However, he MUST have some record of where his information was taken from. Please provide a copy of this record.

In 2008 the Labour government signed a Department of Health Impact Assessment for the introduction of HPV vaccination in a national programme as 'recommended by the JCVI'.

The Impact Assessment did not consider any cost or impact of recipients having adverse reactions to the vaccine. The cost of the vaccine was estimated to be £2.25 billion.

I am writing to request an internal review of Medicines and Healthcare products Regulatory Agency's handling of my FOI request 'HPV Vaccine Safety'.

This request was originated by Mrs Caron Ryalls on 24th November 2014. Dissatisfied with the response I took up the baton In January 2015. Three times we have been fobbed off with spurious answers and only now do you tell us what is probably the truth. However, the public minutes of the JCVI HPV sub-committee meeting attended by MHRA's Dr Bryan and the following meeting when the minutes were confirmed STILL contain untruthful information i.e.'The Subcommittee received a report from MHRA and noted that no serious risks have been identified associated with either HPV vaccine in the UK'. THIS IS OUTRAGEOUS AND TOTALLY DISHONEST AND UNTRUE.

At the very least the MHRA should be investigating this totally unacceptable and unethical situation at the very highest level. Thousands of girls are being seriously disabled and injured by this vaccine but the DoH and NHS 'health professionals' are publicly told that it is safe by the MHRA so the girls and their families are disbelieved and investigated/blamed for Munchausen's Syndrome by Proxy and only 'treated' by psychiatrists!.

I request a highest level revue of:
1. Why the first request by Mrs Ryalls in November 2014 and my first 2 follow up requests in January and February were 'fobbed off'. It was only by persistence that I eventually got what is probably a truthful answer.

2. How Mr Bryan can attend JCVI meetings and tell blatant lies to deceive the public. Are the MHRA supposed to be protecting the British public?

We can confirm that we do not have a record of any request from Mrs Ryalls
in November 2014; even if we did, we would not be in a position to discuss
this request with anyone else without her written permission. We consider
that we have answered your enquiries to us in full.
 
At this point we feel it is necessary to inform you that a public body (in
this case the MHRA) would be within its rights to treat repeated requests
of this nature as vexatious and not answer them. In view of the long
running correspondence between the agency and yourself, and that the
reasons for asking for internal reviews of Freedom of Information Act
(FOIA) responses are still unclear (i.e. they do not relate to the use of
specific exemptions, or any refusal on the part of the agency to provide
information that it actually holds), but rather to effectively continue a
dialogue with the agency in order to achieve an outcome such as a change
of government policy and in which it appears that you will not be
satisfied until this is achieved, or indeed not be satisfied with any
answer that you are given by the agency.
 
You have also used confrontational language such as “fobbed off” and
“blatant lies”. We believe this pattern triggers the relevant limbs of
Section 14 of the FOIA. We would therefore respectfully advise you that
further requests of this nature may fall to be deemed vexatious by the
agency and subsequently not answered.
 
On your second point, we have tried to address your questions as best we
can. Although you appear to remain dissatisfied with this, an internal
review of your previous FOIA requests would not be the appropriate way to
handle your allegations about the integrity and honesty of a member of
staff. If you wish to make a formal complaint concerning the behaviour of
