Hoylake Golf Resort

We're waiting for Josie Mullen to read a recent response and update the status.

Dear Wirral Metropolitan Borough Council,
With reference to the Hoylake Golf Resort, including Celtic Manor branded hotel, spa, conference facility, 18-hole golf range, golf course and housing development

[1] Please supply all information in respect of the sum total of money spent by the council to date on this Hoylake Golf Resort initiative. Please include :

[a] £600,000 funding for geotechnical survey etc, legal fees, consultancy fees[Hydrock, Grant Thornton, Willmott Dixon etc] and any other expenditure relating to the Hoylake Golf Resort

[2] Please supply all information that explains why Wirral Borough Council signed a legally binding exclusivity deal with Nicklaus Joint Venture Group when the Hoylake Golf Resort initiative hadn't gone out to consultation
[3] Please supply all information relating to any payments made by the council to Nicklaus Joint Venture Group or any future payments the council may be legally liable for to this company

Council statement - ' In their application to the Council for planning permission, the Nicklaus Group will have to argue and prove ‘very special circumstances’ for the development and show that it outweighs any harm to the green belt.'

[4] Please supply all information that explains what could possibly be the 'very special circumstances' when greenbelt is supposed to be protected by law

[5] What is the estimated number of managerial and officer hours 'invested' by the council in this now defunct Hoylake Golf Resort

Council’s response to the questions posed.

Cabinet 20th July 2015  (minute 34 refers) seeking to appoint the Nicklaus
Joint Venture Group (NJVG) as the Council’s preferred development partner.

A further report was presented to Cabinet 7th November 2016 (minute 55
refers) seeking the authorisation to enter into a Framework Development
Agreement with the NJVG.

Both reports reference to the project budget requested and expenditure
already used.  

 

Prior to the re-launch of the project in 2013 the Council commissioned the
following studies and advice;

Capita Symonds Needs Assessment Study - £42,715

Capita Symonds Technical Assessment – £129,940

Council advice - £1,500

Total cost  - £174,155

 

Since the re-launch of the project in 2013 a budget of £237,000 was
allocated and has been now expended.  On the 7^th November 2016 Cabinet
approved a new budget of £595,969 to cover future expenditure should the
project move forward, the details of which are contained in the report. 

 

[2] Please supply all information that explains why Wirral Borough Council
signed a legally binding exclusivity deal with Nicklaus Joint Venture
Group when the Hoylake Golf Resort initiative hadn't gone out to
consultation - See Cabinet report dated 7^th November 2016 (referred to
above).   

 

[3] Please supply all information relating to any payments made by the
council to Nicklaus Joint Venture Group or any future payments the council
may be legally liable for to this company

There have been no past payments to the NJVG. There are no known payments
that the Council may be legally liable to pay in the future.

 

[4] Please supply all information that explains what could possibly be the
'very special circumstances' when greenbelt is supposed to be protected by
law

 

Please refer to the National Planning Policy Framework, Chapter 13
specifically paragraphs 143 to 147 which deal with planning policy in
relation to development in the Green Belt.

The 2013 Capita Symonds Needs Assessment Study should have given the council’s leader at the time all the information he needed to NOT proceed with spending any further money or time on the project!
