Hoylake Golf Resort
Dear Wirral Metropolitan Borough Council,
what is the estimated GVA of the proposed Resort, please?
Alternatively, by what estimated amount would the Resort add to the local
economy of Hoylake Ward?
If you do not have this kind information, by how much would the Resort
increase the income to the Borough?
Or, what is the estimate of financial value of the Resort to the Ward and / or
Borough?
If it helps, what I am seeking is the estimated economic value of the Hoylake Golf Resort to Hoylake and to the Borough?
I am very grateful for your attention to this question that I am
very unsure how to ask.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Hoylake Golf Resort'.
This request is not within the purview of the JVC and has nothing to do with their Planning Application. My request relates to advice given and decisions made before any developer was approached.
My request relates to what Officials have said to Cabinet to persuade it of the value to the Community and Borough of having a golf resort near to Hoylake town. What is the GVA to the Borough of a golf resort near to Hoylake town, please?
In economics, gross value added (GVA) is the measure of the value of goods and services produced in an area, industry or sector of an economy. A golf resort is an industry and it might be a large sector of the economy for the area of Hoylake. It is this value to the economy of Hoylake and the wider Borough that I am seeking.
Council Officials must have made a case to Cabinet for it to consider and it is that that I would like to see along with questions that Cabinet would have sought in clarification.
I know that Cabinet has authorised Officials to progress their aspiration for a golf resort near to Hoylake. If Cabinet has not seen a case to approve, then what has Cabinet seen upon which to authorise Officials to work?

Wirral Council thanks you for your email requesting an Internal review of
the Council’s response to your enquiry.
Wirral Council has revisited your enquiry and noted your comments below
and we can provide to you the following information:
The Cabinet report dated 20^th July 2015, particularly at paragraphs 2.6,
2.7, 2.8,

gave information on some of the headline economic benefits of the golf
resort to Wirral. The report was supported by an exempt appendix which
gave more details but this information was deemed exempt from publication
under Schedule 12A of the Local Government Act 1972 due to the commercial
sensitivities of the information. Whilst this appendix did not specify the
particular uplift in local GVA a range of other economic benefits were
highlighted to make the case that the project should proceed to the next
stage and develop further. This was subsequently agreed by Members.

It is correct to say the Nicklaus Joint Venture Group (NJVG) will be
developing a detailed case for the Golf Resort as part of their planning
application. This case will be by necessity positive in terms of the main
economic indices including GVA. It is expected that the developer will
provide further detailed economic assessments as part of their case to
prove “very special circumstances” for the development of the golf resort
in the Green Belt.
The Hoylake Golf Resort concept is driven by the view that the project
will promote an increase in golf tourism and as a result create a range of
employment opportunities and greatly boost local economic development
generally.
