How to Deregister a Car to Unregistered

Registered or not as long as it is paid off it isn yours. Registration has nothing to do with ownership, in the way you think.

I am writing to request an internal review of Driver and Vehicle Licensing Agency's handling of my FOI request 'How to Deregister a Car to Unregistered'.

[ For the record, I did not make a complaint - I merely asked for DVLA to confirm certain details from the DVLA recorded processes to deregister a car.

Interested readers:

The term 'de-register' as used in the Authority's response refers to the process for de-registering specific licence plate numbers in instances where (for example) a vehicle registered as part of a sale by a showroom/dealer subsequently fails because the sale does not complete for some reason (the buyer changes their mind for example, or finance is not available).

In such circumstances the issued licence number/registration number can be withdrawn by DVLA to enable a latter sale/registration under a different plate number.

In no way does this process enable a vehicle with no licence number to be driven on the public roads. Obviously a vehicle with no licence number cannot be insured/taxed/mot'd and becomes a risk to other road users - since even the very best drivers can be involved in accidents that are someone else's fault, or result from unexpected/unpredictable mechanical failure.

This information on 'de-registration' can be found on the reverse side of the de-registration application form issued by DVLA.
