How often is false information used by the Police, iPCC or related organisations

Philip Reynolds made this Freedom of Information request to Independent Office for Police Conduct

The request was refused by Independent Office for Police Conduct.

Dear Independent Police Complaints Commission,

In light of today's news in relation to the Hillsborough disaster that the Police may have used a "black propaganda unit" according to the shadow transport Minister Maria Eagle speaking on BBC Radio 4's Today Programme and last years iPPC misinformation re: Mark Duggan shooting. Does the iPCC hold any other evidence of Police in the U.K. or the iPPC using misinformation either through the media or via statements on social media to put forward false information the general public?

Yours faithfully,

Philip Reynolds

Philip,
Thank you for your annotation to my FOI ref the Hamelin Road incident.
It reassures me that other citizens are concerned about the activities of the `system`.
I don`t think the press pay enough attention to this useful website.

Dear Independent Police Complaints Commission,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Independent Police Complaints Commission's handling of my FOI request 'How often is false information used by the Police, iPCC or related organisations'.

It is clear I am asking about if the iPCC holds information that the Police, CPS and iPCC use, create or manipulate information in unethical ways to either discredit people or groups or garner convictions. Some examples I can think of are, Hillsborough, Mark Kennedy, The Cardiff 3, The phone hacking scandal, Barry George, Anthony Tagg etc. I do not believe data like this is not held, if that is what the iPCC is saying. Surely statistics like this would form the basis of if the iPCC is doing it's job of Policing the Police.

There seems to be a 'small' discrepancy here.

Seemingly, from news reports, there has been false information laid in the vast array of cases of sexual abuse of children, extending across Rochdale, Rotherham, and North Wales, where it seems the whole mess has moved into the realms of outright slavery.

There is a theory that slavery was outlawed a long time ago in this 'wonderful democracy'. William Wilberforce et al, are supposed to have seen it off. We are supposed to have laws against it. Yet seemingly, since 2000, those young people who were enslaved and effectively traded, as unsupported unfamilied children, have – it is reported - been expected to 'keep quiet'.

For goodness sake, these children would not by law have been allowed to work, yet here they are reported to have been sold like cattle

40 Children's homes? It beggars belief! But worse, is the culture of secrecy which has deliberately allowed it all to flourish.

And if it has flourished so blatantly in those three policed areas, what has happened - and is currently happening - in the rest of the country? (CRB checks? Pah!)

And then of course, there’s Jimmy Savile.

There is also the matter of the nearly nine years of misinformation which I have good reason to believe, has been put about by all officials in respect of the death of Ralph Winstanley.. that death never having been investigated during the police 'cozy-blanket' operation.. as three of the most senior police officers in that area, have trotted off into their well-cushioned retirement, with that 'sweetie' the Queen's Police Medal.

How can I say that? I – and the police - know of witnesses who are still waiting for any form of police contact. I have documentary evidence of deliberate misinformation. The CPS tells me that it has never yet been approached about this death.

Charlotte, it seems semantics plays a big role in how these bodies conceal information from the public.

Dear Adam Lillis,

I think it is most unlikely no statistical data or flag is placed on cases where the Police or IPCC have purposely misled the general public, media or judiciary. I would have thought this would have been a key descriptor both for statistical and performance data in your mission statement of Policing the Police. I do not see that running a spreadsheet for the indicator involved and providing a total at the bottom for my request would cost over 450 GBP. Are you really saying such information as how many cases involving Police Officers who have tampering with statements, notebooks etc are not collated and logged on a Data Base? Really?

Yours sincerely,

Philip Reynolds

Dear Independent Police Complaints Commission,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Independent Police Complaints Commission's handling of my FOI request 'How often is false information used by the Police, iPCC or related organisations'.

The IPCC obviously hold evidence on numerous cases where both they and/or the Police have lied. The "Plebgate" story, is the latest in a string of high profile cases where this has become obvious. The reason I asked for this information is so that "the people of Britain", who do not have Mr. Mitchell's resources and shown to have experienced similar treatment might be identified. Obviously this is not something the IPCC sees as important.
