How often have fire drills taken place at the Centre for Wessex Young Musicians?

Bournemouth and Poole College did not have the information requested.

Dear Bournemouth and Poole College,

I am asking you for the following information under the Freedom of Information Act please:

1. On how many occasions during the last 10 years have fire drills taken place at the Centre for Wessex Young Musicians, and on what dates?

2. I was told (by Jacqui Kitcher, Director of Creative Industries) that one would definitely happen last term (January to March) as a drill was overdue, but to my knowledge no drill took place. What was the reason for this omission?

Thank you for your email of 15 June 2017 requesting information about fire
drills.

Please find below our response to your questions:

 1. Over the last ten year fire drills have been completed, on a termly
basis, at all College campuses and include all buildings within each
campus.
 2. A fire information briefing sheet was issued, as part of fire
training during the spring term, to staff of Wessex Youth Orchestra. A
fire drill was planned to have taken place during this term,
however it was delayed, due to the busy performance schedule of the
WYO and on two separate occasions as a result of illness to the person
who conducts the fire drills. The building evacuation and fire drill
was subsequently completed on the 24 June 2017.

 

The supply of information in response to a freedom of information request
does not confer an automatic right to re-use the information.  Under UK

I am writing to request an internal review of Bournemouth and Poole College's handling of my FOI request 'How often have fire drills taken place at the Centre for Wessex Young Musicians?'.

I asked specifically "On how many occasions during the last 10 years have fire drills taken place at the Centre for Wessex Young Musicians, and on what dates?".

The response ("Over the last ten year fire drills have been completed, on a termly basis, at all College campuses and include all buildings within each campus. ") was about the College generally, not about the Centre for Wessex Young Musicians, which meets on a Saturday morning, and did not provide dates. At issue is whether in fact the College had in fact carried out *ANY* fire drills for Centre for Wessex Young Musicians children during the 10 years before I made my request of 15 June. (I note that one has been carried out since that request, but not earlier in the term as would have been expected from your response explaining that the drill due last term had to be postponed until this term). Fire drills conducted at other times and locations by the College will have been no help in preparing Centre children and staff (and other adults present, such as parents and Committee volunteers) for an orderly, safe and complete evacuation in the event of a fire.

Dear Mr Lee

 

I have reviewed our records of your request F0090 requesting information
about fire drills and the internal review which was subsequently carried
out.

 

The internal review concluded that we were unable to supply the
information you requested because we do not have a historic record of the
specific dates fire drills are carried out in each of our buildings (10
previous years) nor are we aware there is a legal requirement to do so. 
Instead we maintained more summarised information comparing the current
year with the previous year.  As a result of the internal review we do now
maintain more detailed records by building and date and I can confirm that
a fire drill took place on Saturday 24th June 2017 in the building in
which the WYO meets and there has continued to be a termly drill since
this date.

I am pleased that Bournemouth and Poole College have finally replied (on 5 July 2018, after more than a year), to my request for internal review made on 29 June 2017.

I am surprised by their response (that they were unable to supply the information requested, because until my review request they did not record the dates of fire drills carried out):

I would have thought it essential (and standard practice at a minimum) to record the date of each fire drill, because otherwise it is very difficult either to check or demonstrate that fire drills are and have been been carried out sufficiently regularly to comply with legal requirements.

Note also that the Bournemouth and Poole College has not apologised for being many months late with its response to this internal review request.
