How much is the UK government giving the Irish government to care for the health and social service entitlements of former UK residents, who are Irish citizens?

Dear Northern Ireland Office,

I am hoping you can provide me with the following information, and
if you can't, that you can direct my query towards the relevant
government department.

Is there a provision under UK social welfare/health care that Irish
citizens receive the same benefits as British citizens while
residing in the UK and that such benefits continue to be available
to them once they return to live in Ireland?

Is it true that Irish citizens who live in the UK for more than 20
years are entitled to free healthcare (at the expense of the
British government) in their home country upon their return to
Ireland? (If 20 years is incorrect - what is the correct number of years?)

How much does the British government pay the Irish government every
year for the provision of health services and other social services for such citizens?

Can you provide annual figures in tabular form, outlining the
specific amounts paid to the Irish government by the UK government
since the inception of the scheme until now?

Is there a reciprocal agreement with the Irish government, for British residents who have lived in the Irish state for an extended period?

Can you provide invoices/receipts/statements issued by the
HSE/Irish government to the NHS/British government and vice versa,
which indicate the costs, the procedures, the locations and the
total amount of people entitled to and availing of this
scheme/provision?

Does the same scheme/provision exist for citizens who live in other
countries in the EU, the Commonwealth and Internationally?
