How much have you spent?

We're waiting for Lisa Pardoe to read a recent response and update the status.

Dear Dudley Council,

After a two year campaign with the assistance of the local MP you have now imposed parking restrictions in Oakfield Close, Stourbridge DY8 to prevent parents parking blocking residents properties and removing the risk of further parents abusing elderly residents to continue. Parents who access the Brook Primary School, which is not on this street, via an alleyway.

This is not being policed by the council’s parking enforcement officers so parents are ignoring the parking restrictions and the parking restrictions therefore have no effect.

I have the following questions which need answering please?

1) How much have the council spent (wasted as it stands!) on the consultation, noticing period, permits, painting of lines and the installation of new street furniture & signs. A full cost accumulated to the point of the scheme being completed shall suffice?
2) How many parking enforcement officers do the council have covering this location?
3) How many commitments do the enforcement officers have to manage between 08:30 to 09:10, which is the morning time attendance would be required in this street. And again from 15:20 to 16:00 in the afternoon when attendance would be required please?
4) Internally within the Council what inter-departmental cooperation and planning is undertaken to ensure that where planning is approved to impose parking restrictions that this is properly policed with adequate resources being allocated? Specifically have you ensured that you have adequate resources to cope with ensuring that new parking restrictions are effective and achieve their outcome? Otherwise you should fund the required level of resource.

As it stands numerous residents have had to call asking for parking enforcement to enforce and they are evident by their lack of action reluctant to do this.

So while answering the questions above please also confirm what you intend to do to ensure you have not wasted money which could have been used for something that would achieve its outcome?

I would like to suggest that if you correctly police the breach of restriction and issue penalty notices that this will achieve the desired solution and free your resource so it is not in continual demand in this location due to your lack of action. I might even suggest that penalties issued for breach of regulation will gain you income to be used toward additional resources.

Your request for information received on 27/11/2018 has now been
considered and the information requested is as follows:

1) How much have the council spent (wasted as it stands!) on the

We do not hold this information. These particular restrictions were made
as part of a larger Traffic Regulation Order (TRO) covering locations
across the Borough. However we would judge a cost of £750 to consult, make
and implement.
2) How many parking enforcement officers do the council have covering this
location?
 
The Council do not employ parking enforcement officers by location.  The
council currently have 15.5 full time equivalent staff employed to cover
the TROs, both on and off street, across the Borough and are actively
seeking to recruit up to 5 additional staff.
3) How many commitments do the enforcement officers have to manage between
08:30 to 09:10, which is the morning time attendance would be required in
this street. And again from 15:20 to 16:00 in the afternoon when
attendance would be required please?
 
We do not hold the information in this way.  However we would advise that
In addition to the double yellow lines, which apply 24/7, the time limited
TRO in this location applies between the hours of 8am and 9pm and 3pm to
4pm, Monday to Friday.  There are in excess of 2000 TROs, covering in
excess of 900 streets across the Borough many of which apply during these
hours.
4) Internally within the Council what inter-departmental cooperation and
planning is undertaken to ensure that where planning is approved to impose
parking restrictions that this is properly policed with adequate resources
being allocated? Specifically have you ensured that you have adequate
resources to cope with ensuring that new parking restrictions are
effective and achieve their outcome? Otherwise you should fund the
required level of resource.
 
It is not possible, or intended, to police every TRO in the Borough all of
the time. TROs in the form of yellow lines deter on street parking during
the periods of the restriction. Enforcement is a sample check on
compliance with the TROs.  It is often found that where it is regular
offenders that park in contravention of an order, once these have been
ticketed, the driver will relocate and find an alternative place to park.
As it stands numerous residents have had to call asking for parking
enforcement to enforce and they are evident by their lack of action
reluctant to do this.
 
The restrictions at this location became fully enforceable on 16^th
November 2018.  Between then and 29^th November the enforcement staff had
visited 4 times during the period the  time limited restrictions were
enforceable; 19^th Nov - 8.30am, 22^nd Nov - 3pm, 27^th Nov - 3pm and
29^th Nov - 3.50pm.  It was also visited on 21^st Nov at noon, when the
double yellow line restriction was enforceable.

So while answering the questions above please also confirm what you intend
to do to ensure you have not wasted money which could have been used for
something that would achieve its outcome?
 
The enforcement staff will continue to check this restriction, together
with all others that have been made by the council according to available
resources.

I would like to suggest that if you correctly police the breach of
restriction and issue penalty notices that this will achieve the desired
solution and free your resource so it is not in continual demand in this
location due to your lack of action. I might even suggest that penalties
issued for breach of regulation will gain you income to be used toward
additional resources”
 
The enforcement staff understand the meaning of different restrictions and
any national, or local, exemptions that may apply to them, they are aware
of the requirements of the civil enforcement regulations and will issue
Penalty Charge Notices as appropriate.  Any income received is used, in
the first instance, to fund the provision of the service.
