How much does the Home Office hold in unrefundable Immigration Health Surcharges

We're waiting for Henry Lau to read a recent response and update the status.

Dear Home Office,

When an application is refused or the appeal rights are exhausted, the health surcharge should be refunded.

However, if an applicant made a payment using a bank card and that card has expired or the bank account no longer exists, then the refund of the Health Surcharge would be problematic.

What is the current financial value or the money that the Home Office hold in unrefunded health surcharges and how many applications does it relate to?
