How many soldiers have been given permission to retain Army issued USB flash drives on retirement

Dear Ministry of Defence,
Please can you advise how many Army computer USB encrypted flash drives have been checked for security and sensitive information before being censored accordingly and handed back to the retiring soldier at his retirement who is then able to obtain it for his own personal use after retirement.

Please can you also provide a copy of the procedure/regulations which enables this eg JSP or other.

If the above questions are not a situation the Army allows, please can you provide the rules and regulations regarding this and if it would be regarded as unlawful possession or theft by the retired soldier and under which acts
