How many people are living in hardship in the Stirling Council area?

We're waiting for Boab Thomson to read a recent response and update the status.

Dear Stirling Council,

Please can you disclose:

1. What is the council's definition of poverty? Based on this definition, can you provide figures on how many are living in poverty in Stirling? Can you provide 2015 figures and 2016 figures?

2. How many unemployed people are there in the Stirling Council area? i.e. how many people are claiming Jobseekers Allowance? Again, can you provide 2015 figures vs 2016?

3. Can you provide figures on how many people are living in homeless houses in Stirling? Again, can you provide 2015 figures vs 2016?

The following information has been provided in response to your request.

 

1. What is the council's definition of poverty? Based on this definition,

Our system does not keep an easily accessible record of the number of
people in temporary accommodation. However, we are able to record a
‘snapshot’ of the number of households in temporary accommodation on any
date. The number of households in temporary accommodation on the night of
28 February 2017 is shown below:

The number of applicants in temporary accommodation changes daily.
However, we have a record of the number of households in temporary
accommodation on the last day of every quarter, as follows:

To give an example of how the number of people in temporary accommodation
compares to the number of households, we have done the calculation for the
last day of December 2016:

To calculate the number of people in temporary accommodation requires us
to look at the application record for each household in temporary
accommodation and record the number of people in the household.  Having
done this for December 2016 (see above), we know that the process took
approximately three hours. To repeat the process for the other seven
quarters in the previous table would take an additional 21 hours.

 

We are therefore refusing this part of your request under Section 12 of
the Freedom of Information (Scotland) Act 2002, which relates to
"excessive cost".  This is because answering this part of your request
would take the cost of answering your request over the upper cost
threshold of £600 set out in fees regulations.

 

 

If you are dissatisfied with the way in which your request for information
has been dealt with you are entitled to request a review of the actions
and decisions made by the Council in relation to your request.  Your
request for review must be in writing or some other permanent form stating
your name and address for correspondence, and specifying the request for
information to which your request for review relates and why you are
dissatisfied with the response.

 

You must make your request for review not later than 40 working days after
the expiry of the 20 working day period of response to your initial
request by the Council or not later than 40 working days after the receipt
by you of the information provided, any fees notice issued or any
notification of refusal or partial refusal.

to investigate your case. You must ask the Scottish Information
Commissioner no later than 6 months after the date of receipt by you of
the notice or decision you are dissatisfied with or within 6 months of the
expiry of the period of 20 working days from receipt by the Council of
your request for review. 

 

The Scottish Information Commissioner recommends that you appeal online.
