How many alarms have there been at Charlton Lane?

Waiting for an internal review by Surrey County Council of their handling of this request.

Dear Surrey County Council,

Would you kindly provide a copy of the alarm log which shows how many alarms have been triggered at the Charlton Lane 'eco park', Shepperton, what triggered them, and what action was taken to deal with the alarm, and its cause.

As new alarms were installed when the 'eco park' was built, would you please provide the information from the date they first operated.

Please treat this email as a request for an Internal Review of this matter.

First, however I would like to point out that it should not take your officer from 30th November to the 11th January to tell me Surrey does not hold this information. Such conduct is totally unacceptable.

Secondly, I should explain that Surrey County Council owns the Charlton Lane site which is the subject of this request. It is the Waste Disposal Authority, and allows its contractor Suez to conduct its waste disposal operations for the County from this site. Suez is also undertaking commissioning of various waste disposal plant at the site, which it is again operating on behalf of Surrey County Council. Suez holds the alarm logs. As the contractor for SCC, Suez is under the control of the County, has public responsibilities relating to the environment, exercises functions of a public nature relating to the environment, and provides public services relating to the environment. As such SCC can obtain the alarm logs from Suez, in order to provide the information requested, under Regulation 2(2) (d) (i-iii) of the Environmental Information Regulations 2004.

I hope you will now arrange for the long outstanding information to be provided.

Fire Service they tell me that they have no record of any fire alarm being
activated in the last fire years at the site.

Dear Surrey County Council,

Thank you for your replies today, and the information you have given me. The alarms I am more concerned about are the ones which cover the plant and machinery at the site. For example, (but not limited to), pressure alarms, temperature alarms, vent alarms, electricity, etc. There are also, again for example, some very loud alarms which can be heard at some considerable distance, and may go off during the day or night. I don't know what they are for, but I'd like to see them on the reply as well.

Dear Surrey County Council,
My request was originally made on the 30th November.
Back in January you told me you didn't hold the information, but I explained the contractor you employ did.
You made a query about whether I wanted the fire alarm log, and I pointed out I need the log for all the machinery alarms, and for those alarms you can hear in most parts of the immediate neighbourhood.
You told me it would take 40 days for an Internal Review.
Now after a lot longer than that you apologise and tell me you don't hold the information. You told me that back in January.
You have now written to Suez, asking if they have a log which they would need to provide for the HSE and the E.A.
Do you see any reason at all why I should not make an immediate complaint to the Information Commissioner for the total failure to comply with Freedom Of Information request law?
