How does the CSA/DWP value property.

Response to this request is long overdue. By law, under all circumstances, Department for Work and Pensions should have responded by now (details). You can complain by requesting an internal review.

Dear Sir or Madam,
Under the Freedom of Information Act 2000, please provide me with the following information/explanation of the following:
- Information with regards to how the CSA values property owned by the parents, either parents with responsibility or parents without responsibility.
- Information as the process on how these valuations are calculated.
I understand that under the Act I am entitled to a response within 20 working days of your receipt of this request. Some parts of the request may be easier to answer than others. Should this be the case, I request that you release information as soon as possible.
If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.
I would prefer to receive the information electronically.
If you require any clarification, I expect you to contact me under your section 16 duty to provide advice and assistance if you find any aspect of this FOI request problematic.

With regards your reply to my questions, please see below, and your reply; Our reference: FoI 906

Please can you clarify;-

1) - If payments, "of any amount" are made to the CSA for onward submission to the Parent with Responsibility, does this still mean that a valuation of the property will be sought, as the parent with non resonbility is still making payments of some amounts?

2) - Who are the legal teams/firms used by the CSA who would inturn contact local property experts.?

3) - Does the CSA or anyone in relation to property valuations, use online property sites to value properties owned by the non resident parent? These sites include, Rightmove, Prime Location, Zoopla?

4) - Does the CSA pass the information as to who they spoke to who valued the property, (Estate Agents), on to the parent who owns the property?

DWP Response:

The Child Maintenance Group will seek to establish the value of a non resident or paying parent’s property, once it has been established, through Land Registry public records, the property is owned or jointly owned by that parent.

A valuation of the property will only be sought, if the non resident parent or paying parent has failed to pay the child maintenance due and a County Court has granted an interim or final charging order against that parent.

A legal expert, contracted to provide this service provision, instructs a local property expert to obtain a drive-by valuation of the property to establish the market value.
