Dear Office of Gas and Electricity Markets,

OFGEM QUOTE.

Ofgem is the regulator for the UK 's gas and electricity industries. Ofgem's role is to protect and advance the interests of consumers by promoting competition where possible, and through regulation only where necessary. Applying this principle has resulted in great benefits for all gas and electricity customers. To build on these benefits, Ofgem's work focuses on the following areas:

a.) making gas and electricity markets work effectively
b.) regulating monopoly businesses intelligently
c.) securing Britain 's gas and electricity supplies
d.) meeting its increased social and environmental responsibilities.

Please enlighten me how the CESP funding accountability is not within your remit?

Why do you feel no regulation of the energy companies is necessary re CESP/CERT money and LA's unregulated behaviour clearly presents an area for potential fraud? Your rules infer you have this ability to regulate.

Is the CERT/CESP project considered part of the 'gas and electricity industry?'

How is it effective to be unable to trace funding and energy measures delivered to acquire the said funding?

Is the CERT/CESP under the remit of social and environmental responsibilities?

Ofgem's powers are provided for under the Gas Act 1986, the Electricity Act 1989, as amended by the Utilities Act 2000. It also has enforcement powers under the Competition Act 1998.

If you have enforcement powers under the 1998 Competition Act why are you not investigating anti-competitive behaviour with regard to CERT/CESP funding?

Do you consider deals made between LA's and energy companies which are financially untraceable to be anti competitive?

Who is the independent inspector doing the technical monitoring for the Hanover/Lansdowne insulation scheme? Please forward their name and contact details.

Is it the role of OFGEM to ensure Councils promote energy efficiency schemes in CESP designated areas as a priority to non CESP areas?
