How do I get the Ombudsman to deal with me?

Dear Government Office for the North West,

Jo Lappin wrote to me recently about the case below:

I was told I had the option to take the planning irregularities and danger to the lives of children from the toxic waste dump school to the Local Ombudsman. I did but they refused to deal with me because I did not live in the area. I was born in Stockport and have lived there all my life, but because I did not live within the toxic school dump area they refused to deal with me whatsoever.

As a council taxpayer I was having to fund this expensive school built too small and a danger to children, but the Ombudsman would allow me to make no comment.

So, Jo Lappin's reply does nothing to tackle the problem. There must be something somewhere in the GONW's constitution or documents to deal with such instances. Please let me know if there is.

I repeat, how can I do what Eric Pickles says and look under the bonnet of local government and be an armchair auditor when I am not allowed to. Does Government Office for the North West have no powers whatsoever to oversee councils?
