How did Treasury find out that New State pension did not provide for GMP via additional state pension under the New State Pension

I have been reading some of my previous FOI requests and would like to ask the following questions.
Your reply Ref 939 reply dated 4 Feb 2014
You said on page 2 paragraph 3 the following
However, although the provisions in the Bill triggered our consideration of the GMP uprating policy for public service schemes.
1)Can you tell me what triggered your consideration of GMP uprating on Public Service schemes and send me a copy of what triggered it.
2) Did you find out about what you said in paragraph above paragraph numbered 1 by yourselves .
3) or was it brought to your attention by the DWP If it was brought to your attention by the DWP please let me have a copy of what was said.
On page 3 paragraph 2 you said the following
However to be helpful we can advise that the Single Tier model in the Pension Bill does not provide a facility for the GMP increases that are currently "In effect" provided through "Additional Pension". It is the absence of this facility in the model that has prompted consideration of the effect on GMP uprating for members of public service schemes reaching state pension age after the introduction of the single tier pensions.
1a) Can you tell me what in the Single Tier model in the pension Bill prompted you to think that that GMP indexation previously provided through Additional Pension would not provide for the facility for GMP increases to continue under the New State Pension.
2b)Please send me copy of information that prompted you to think the Pension Bill did not provide for GMP increases previousy paid under the old state pension to people reaching state pension age prior to 6 April 2016.
3b)Can you tell me if you had any communication from DWP regarding what you said on page 3 paragraph 2.

The first thing I would like you to send me is your reply to the email you received from DWP dated 18 January 2012 and then any other correspondence you have sent to DWP and received from the DWP in connection with the email of 18 January 2012 say up to 6 April 2014 if it is within the 600 pound limit or up to the 600 pound limit if it is before April 2014.

I am writing to request an internal review of Her Majesty's Treasury's handling of my FOI request 'How did Treasury find out that New State pension did not provide for GMP via additional state pension under the New State Pension'.
Dear FOI Requests,
Further to your reply of 24 June 2019 are you telling me that no one in the Treasury replied to the DWP email dated 18 January 2012 by email, letter,discussion or phone. If this is the case I just cant believe your reply that no one replied to the email as I am sure the Treasury would have had the courtesy acknowledge receipt of the email which is good business practice or to reply or the DWP in writing if able or the DWP would have chased you up for a reply.
I would like to remind you that on 5 March 2014 under FOI 13/939 Single Tier Pension ref 14/0130 you told me the following "I can advise that officials in DWP and HMT first discussed the issue in January 2012 when the pensions bill was being developed,
As I assume this statement is correct so why are you telling me that no one replied to DWP in one way or another on this important subject. Something must have been put in writing and a reply sent to the DWP.
Who ever received the email from DWP must have had it acknowledged and if not the correct person to deal with it tell the DWP who they had forwarded it to.
Are you intentionally being obfuscate? If so I am appalled in the way you are dealing with my request especially as I have been told in the past the Treasury was in discussion with the DWP. Who is telling the truth, you or the person who contacted me on 5 March 2014.
Please don't take 20 working days to reply which is the maximum number of days you should take not actual time if less.

Dear FOI Requests,
Thank you for your reply of the 16 July 2019. I have been thinking about your cost restraint of £600 which I could see reasonable when searches had to be done manually but now with modern computer systems and the logging of mail on to computers it should only take milliseconds to do a search which produces a list of suitable suggestions..
With modern systems II am surprised you say it exceeds £600. Searches putting in names of sender of email and names of the people it was sent to and several key words such as GMP, indexation and single tier giving a restricted time span of say three months should only take milliseconds to provide a list of suggested correspondence which you then quickly look at, to see which you think are relevant to my request.
You mentioned you could not find an email with the same subject heading. You mentioned but may not have been retained. I would mention emails never completely disappear, they might have been archived but are always somewhere on a backup file. How long do you keep emails for before they are archived?
You mentioned and confirmed you held information in scope with my wider request as I can't name exactly what I want. I have to trust you to make a judgement that is linked to the information I am looking for which is basically any correspondence about the subject matter in the email sent to you on 18 January 2012 by the DWP.
As we are now where we are, and it is only you who know how to narrow my request to keep it within the cost limit as I don't know what you have, just keep it within the cost restraints and tell me what you find and then stop looking.
