How can police constables fine motorists when they are following motorists in unmarked police cars ?

It has come to me and my associates attention that you inform motorist in advance of stationary/mobile speed cameras, but this is not the case when being followed by unmarked police cars.

1) How can UK police fine/stop someone for speeding if the police are following people in vehicles/motorbikes in a unmarked police car ?

2) What happened to advance warning of speed cameras in unmarked police cars ?

And speed cameras have been proven to be faulty, therefore cannot be a reliable witness nor source of evidence. It's an absolute scam and an undeniable racquet.

If motorists are made aware of stationary speed cameras, then how can unmarked police cars be lawful? I say this because lawful and legal have different definitions ?
ACTS/STATUTES are by consent are they not ? Theresa May recently said UK policing is by consent, am i correct?

When did the people of the United Kingdom consent to politicians advocating the use of unmarked police cars ?

I have seen lots of West Mercia Police cars who are not on emergency calls and are breaking the speed limits, why is this allowed to go on? Why cant you monitor the speed of police cars who are not on emergency calls? Am sure their is technology in place to monitor the speed of police cars".

Can you tell me who of our UK MPs advocated/voted for the introduction of unmarked police cars ?
