How can a DWP employee challenge an unfair performance review?

We're waiting for Cherry Smith to read recent responses and update the status.

Dear Department for Work and Pensions,

Does a PAL (performance review/performance learning) need to be signed by the line manager and employee for it to be valid but they haven't been given a copy?

Does that validity legally apply when the employee deems that the PAL is unfairly given when they don't have any poor performance/No HR or disciplinary issues and the only reason why the PAL is being given is because it's been formally put forward by the senior management based on their false presumptions?

Isn't this an act of foulplay victimisation and how can the employee challenge this unfair treatment legally within the public sector?
