My response is as follows:

This information has not been provided as the low numbers involved would
mean that individuals could be identified and this is considered to be
asking for personal details about other persons. If it were possible to
identify individuals (from the information that we provide and other
information that may be available to people) then disclosing the
information would constitute a breach of the Data Protection Act. Where it
would breach the Data Protection Act to disclose information, that
information is exempt from the Freedom of Information Act under Section
40(2).  Because of this, this part of your request is exempt from the
Freedom of Information Act and this letter is a Refusal Notice as required
under the Act.
