I am writing to you to request the following information.

1) Since 2010, please provide me with a list of previously-Council owned buildings which were sold and which subsequently received planning permission from the council for housing?

1a) Please provide the name or address of the building sold, its use prior to the sale (i.e. school, hospital, community centre), the price the building was sold for, details of the bidders including purchaser, the date of the sale and what the money was subsequently spent on.

1b) In regards to the planning permission aspect of the request, please provide the planning application reference number for the successful application, the date on which permission was granted, the number of units granted by the planning permission, and break them down by type i.e. affordable housing, private housing, social housing, housing association rent, buy to let.

1c) Please indicate whether the developments are at planning stage, construction stage, or completed.

2) Within the same time period, please provide the details of any council-purchased buildings or land which has been developed into private, social, or council housing by the council.

Please find attached spreadsheet showing all assets sold by the Council since 01/04/2020.

In accordance with Regulation 10(4)(a) of the Environmental Information (Scotland) Regulations 2004, Dumfries and Galloway Council can confirm we do not hold the information requested on whether the properties were sold for Council housing. However, highlighted in yellow are sales that may have been sold for housing (more than one unit).

In accordance with Regulation 6(1)(b) of the Environmental Information (Scotland) Regulations 2004 the information is already publicly available. Please see attached which gives the property name and address, purchaser and price paid. Any capital receipts received would have been credited to the Council’s “general ledger”.

In accordance with Regulation 10(4)(a) of the Environmental Information (Scotland) Regulations 2004, Dumfries and Galloway Council can confirm we do not hold the information requested.

Dumfries & Galloway Council has not been a Registered Social Landlord since 2003, when it’s Housing Stock was transferred to Dumfries & Galloway Housing Partnership under a Large Scale Voluntary Transfer (LSVT). Therefore the Council has not acquired buildings or land which has been developed into private, social, or council housing.
