Housing Capacity of Brownfield Sites in Hart

Dear Hart District Council,

As you know the development of the Local Plan is causing some controversy. In particular, the council is recommending a new town be built in the area.

However, there are numerous brownfield sites available in the district. A number of council documents have indicated that the housing capacity from these brownfield sites is around 700 dwellings.

Can you please provide details of this calculation including the names and description of each site considered, the type of housing considered for each site (houses, flats, number of bedrooms, number of storeys), and the volume of housing considered suitable for the site to support the assertion that there is only a 700 house capacity on brownfield sites in Hart.

I attach the background work to the Housing Development Options Paper that
provided the broad estimates of how much housing each of the options could
deliver, including the 'within settlements' option. This is where the
'approx. 700' figure comes from.  Please get in touch if you have any

Dear Daniel Hawes,

Thank you for this. Can you please explain precisely which sites in this document are the brown field sites? Is this the sites in Part 1? Are there any others?

The totals for Part 1 in Part 6 amount to Lo: 463, Hi: 648, whereas the total of developable sites in the Part 1 detailed sheets are Lo: 511 and Hi:595. None of these numbers is "around 700".

Can you please explain why the totals in each of the detail spreadsheets are not the same as the totals in the summary (Part 6) table.

From a cursory look all of the data in Part 6 is manually entered and not automatically populated from the detailed sheets. Can you explain how the detail relates to the summary?

I haven't checked the sums, but to clarify, the white and orange sites
from Part 1 and Part 3 were used to provide the estimate for the 'within
settlements' in Part 6. Not all of these are previously developed sites,
but most are.  I think what has happened is that this figure has been used
as a rough proxy for brownfield site capacity but strictly speaking its a
'within settlements' estimate which could be slightly different.
Furthermore there could be brownfield sites in the other categories, but
for the most part they will be greenfield. 
The only way to find out which are previously developed sites would be to
look at the SHLAA information for each site for 'current land use'.  The
SHLAA is of course already publicly available
