What is the Council criteria for having the housing benefit element paid directly to a landlord? Eg private tenant

We have recently received a request for information and allocated it the
reference FOI/3415067/2020. Please quote this in any correspondance in
relation to this matter.
For your information, this is what you requested:
How many people have their housing benefit paid directly to their
landlord? In last year?
What is the Council criteria for having the housing benefit element paid
directly to a landlord? Eg private tenant

Thank you for your request made under the Freedom of Information Act 2000.
Please find our response below.
Q.1 - How many people have their housing benefit paid directly to their
landlord? In last year?
For Adur District Council only - 1183
Q.2 - What is the Council criteria for having the housing benefit element
paid directly to a landlord? Eg private tenant
If its a Housing Association, then the claimant has a choice on who the
rent is paid to.
If its a Private Landlord - if the claimant is less than 8 weeks behind
with rent, then we will pay the claimant. If the claimant advise us of a
reason as to why it wouldn't be beneficial to pay them, then we request
them to fill out a form. We will then process this and start paying the
Landlord directly.
If the Claimant is over 8 weeks behind with the rent, then we will pay the
Landlord. The claimant or Landlord can request this. If the Landlord does
request this then they must provide proof of rent arrears.
We hope this is sufficient for your purposes.
